RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a First Amendment to Agreement No. A-24-223 with Orkin, LLC for pest management services, increasing the maximum compensation by $250,000, for a total maximum compensation amount of $1,000,000, with no change to the potential three-year term of May 21, 2024, through May 20, 2027.

REPORT

There is no additional Net County Cost associated with the recommended action, which will increase the maximum compensation of Agreement No. A-24-223 (Agreement) with Orkin, LLC (Orkin) by $250,000 to account for unanticipated expenses associated with the bird population issue that occurred on County-maintained properties in downtown Fresno earlier this year. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, GSD-Facility Services would be unable effectively mitigate unforeseen pest intrusion problems for all County-maintained properties and would be otherwise unable to respond to non-scheduled pest management needs.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended Amendment, which will increase the maximum compensation by $250,000, from $750,000 to $1,000,000. Costs associated with the recommended Amendment are recovered through chargebacks to user departments. Sufficient appropriations and estimated revenues are included in the GSD-Facility Services Org 8935 FY 2025-26 Adopted Budget and will be included in future Recommended Budget requests for the duration of the Agreement term.

 

DISCUSSION:

 

On May 21, 2024, the Board approved the Agreement for pest management services, inclusive of the County’s Integrated Pest Management (IPM) program, for County-maintained properties.

The Board also authorized the Director, or their designee, to add and remove County service locations and related services from the schedule, as necessary, and to adjust the frequency of services pursuant to the methodology described in the recommended Agreement as operational needs require, with no change to the maximum compensation.

 

On April 11, 2025, the County and Orkin mutually agreed in writing to add buildings to the maintenance schedule; transition to botanical oil pesticides instead of Pyrethroid-based pesticides; and cover all spiders, including black and brown widows and brown recluse in the standard scheduled services. These changes were agreed to with no change to the maximum compensation and were made to better align with County needs and direction to decrease dependance on pesticide use.

 

In February 2025, GSD-Facility Services contacted Orkin to help mitigate a bird population issue at the Crocker Building. This large-scale, one-time project depleted the allocation for additional services under the Agreement. As such, GSD-Facility Services requires an increase in the maximum compensation to address unanticipated pest mitigation needs.

 

If approved by your Board, the recommended Amendment will increase the maximum compensation by $250,000 to ensure that GSD-Facility Services is able to appropriately respond to the County’s needs relating to pest management services.
