RECOMMENDED ACTION(S):

TITLE

Approve and Authorize the Clerk of the Board to execute Budget Transfer No. 57 transferring FY 2025-26 appropriations within Probation Org 3430 in the amount of $30,000 from account 7385 (Small Tools & Equipment) to account 8300 (Equipment) for the purchase of a fully trained and certified narcotics detection canine.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will authorize the transfer of existing FY 2025-26 appropriations within Probation Org 3430 to fund the purchase of a fully trained and certified narcotics detection canine. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended action is not approved, the Department will not have sufficient appropriations within account 8300 Equipment to purchase a fully trained and certified narcotics detection canine. Failure to replace the current canine will result in operational limitations, increased safety risks within the Juvenile Justice Campus (JJC), and increased liability exposure to the County.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will authorize the transfer of existing FY 2025-26 appropriation in the amount of $30,000 within Probation Org 3430 from account 7385 Small Tools & Equipment to account 8300 Equipment for the purchase of a fully trained and certified narcotics detection canine.

 

DISCUSSION:

 

In July of 2016, the Probation Department acquired a certified narcotics detection canine to ensure the safety and security of the Juvenile Justice Campus (JJC), support department-wide probation searches, and assist with warrant services. The canine is a critical deterrent and an enforcement tool used for routine and random searches, emergency pod clearances, and response to narcotic-related allegations.

 

During emergency situations, youth must be temporarily removed from affected areas until the canine team clears the space of contraband making timely and reliable canine deployment essential to maintaining facility operations and ensuring youth and staff safety. The canine team assists in local, state, and federal narcotics investigations, contributing to the seizure of narcotics; related asset forfeiture funds are returned to the Department pursuant to federal guidelines.

 

The Department’s current narcotics detection canine is advancing in age and is experiencing medical conditions (seizures, hip issues, and endurance problems) which impact his reliability and availability. These factors have prompted the Department to begin the search for his replacement. Without a certified detection canine, the Department faces increased exposure to liability, operational limitations, and diminish capacity to maintain a secure environment. Acquisition of a replacement canine is necessary to ensure continuity of operations, maintain compliance with safety standards, and support ongoing public safety efforts within the JJC and throughout the community.
