SUBJECT: Salary Resolution Section 900 - Holidays and Addenda to Memoranda for Representation Units 1, 2, 10, 11, 14, and 37.
RECOMMENDED ACTION(S):
TITLE
1. Approve an amendment to Salary Resolution section 900 (Holidays) to add Juneteenth as an official County Holiday as reflected on Appendix “B”; and
2. Approve addenda to the Memorandum of Understanding (MOU) for Representation Unit 1 - Law Enforcement Personnel, represented by Fresno Deputy Sheriff’s Association; Representation Unit 2 - Sheriff’s and Probation Personnel, represented by the Fresno County Public Safety Association; Representation Unit 10 - District Attorney Investigators, represented by Fresno County District Attorney Investigators Association; Representation Unit 11 - Deputy Probation Officers, represented by Fresno County Deputy Probation Officers Association; Representation Unit 14 - Supervisory Peace Officers, represented by Fresno Sheriff’s Sergeants Association; and Representation Unit 37 - Correctional Sergeants, represented by Fresno Sheriff’s Correctional Sergeants Association.
REPORT
The total year-over-year cost of the recommended actions is approximately $1,509,583; $780,610 of which is Net County Cost (NCC). Approval of the recommended actions would add Juneteenth (June 19th) as an official County Holiday in an effort to remain attractive and competitive in the local labor market. Impacted department appropriations will be monitored and budget adjustments will be brought to your Board, if necessary.
ALTERNATIVE ACTION(S):
If your Board were not to approve the recommended actions, Juneteenth would not be added as an official County holiday and the Salary Resolution and the MOUs for units 1, 2, 10, 11, 14, and 37 would remain unchanged and would create an inequality amongst other bargaining units that have negotiated Juneteenth as an official County holiday.
FISCAL IMPACT:
The total estimated cost of the recommended actions for FY 2023-24 is approximately $1,509,583, including related retirement costs, $780,610 of which is NCC. Impacted department appropriations will be monitored and adjustments will be brought to your Board if needed.
DISCUSSION:
The first recommended action would recognize Juneteenth (June 19) as an official County paid holiday and would authorize updating Salary Resolution section 900 (Holidays) to add Juneteenth to the list of County paid holidays.
The second recommended action would add Juneteenth (June 19) as an official County paid holiday for representation Units 1, 2, 10, 11, 14, and 37 and would authorize adding it to the respective MOU sections for each Unit. This action would bring these Units into line with other County Units that have recently agreed to the addition of Juneteenth to their respective successor MOUs adopted by your Board.
These actions are consistent with your Board’s direction and the County’s desire to remain competitive in the local labor market with regard to effectively recruiting and retaining top talent.
