RECOMMENDED ACTION(S):

TITLE

Adopt plans and specifications for Contract 25-17-M Bridge Preventive Maintenance Program Scour Mitigation, Federal Project No. BPMP-5942(240), and award to the lowest bidder Granite Construction Company, 2716 S Granite Court, Fresno, CA 93706, in the total amount of $2,408,622.60.

REPORT

There is no increase in Net County Cost associated with the recommended action, which will authorize the award of a federally funded California Department of Transportation (Caltrans) Bridge Preventive Maintenance Program (BPMP) project. This item pertains to six locations within District 4.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The maximum permitted for the Director’s allowance for change orders pursuant to Public Contract Code section 20142 is $132,931, which is approximately 5.5% of the total compensation payable under Contract 25-17-M. The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders, is $2,541,553. This project is 88.53% federally funded through Caltrans BPMP. The local match of 11.47% will be paid out of the Road Fund. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2025-26 Adopted Budget.

 

DISCUSSION:

 

This is a public project of more than $220,000. Public Contract Code section 22032, subd. (c) requires public projects of more than $220,000 be let to contract by formal bidding procedure.

 

The goals of the Caltrans BPMP are to maintain the existing inventory of bridges in good or fair condition rating, correct minor structural deficiencies in a bridge's life before requiring costly rehabilitation or replacement, extend the service life of existing bridges, and make efficient use of limited resources.

 

BPMP Scour Mitigation utilizes scour countermeasures to protect existing structures and preserve the structural serviceability of bridges, roadway embankments, walls, and other infrastructure components. Bridge scour countermeasures help reduce the buildup of debris and the degradation or erosion around a bridge’s foundation caused by flowing water and flooding.

 

The work to be done consists, in general, of the maintenance of six bridges through installing new or repairing existing scour countermeasures and conducting other maintenance activities at each location. Vegetation and trash will be removed from the channels and twenty (20) trees will be removed at various locations. The locations of work are as follows:

 

                     Los Gatos Road over Los Gatos Creek (Bridge No. 42C0455)

                     Los Gatos Road over Los Gatos Creek (Bridge No. 42C0458)

                     Los Gatos Road over Los Gatos Creek (Bridge No. 42C0459)

                     Excelsior Ave. over Fresno Slough (Bridge No. 42C0104)

                     Excelsior Ave. over Fresno Slough Overflow (Bridge No. 42C0367)

                     S. Alta Ave. over Travers Creek (Bridge No. 42C0179)

 

The project was initially advertised on July 15, 2025, and was withdrawn August 7, 2025, due to how seasonal water flows would affect construction. The project was re-advertised on February 17, 2026, and a bid opening was held on March 19, 2026. Seven bids were received. The low bid of $2,408,622.60, from Granite Construction Company, was $912,786.40, or 27.5% lower than the engineer’s estimate of $3,321,409. Plans and Specifications were prepared by Department Staff and the Department’s consultant engineer, TRC Companies, Inc., and are on file with the Department. Department staff has determined that the Bridge Preventive Maintenance Program Scour Mitigation is categorically exempt from the provisions of CEQA under Section 15301, Class 1(c) - Existing Facilities. Caltrans acting as the Federal lead agency, determined the project would not have a significant effect on the environment and is a categorical exclusion as defined by NEPA, per 23 CFR 771.117(c)(28). Depending on temperatures and weather permitting, it is anticipated that construction will commence in Summer 2026 and will be completed in Fall 2026.
