SUBJECT: Second Amendment to Agreement with CCS Facility Services - Fresno, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Second Amendment to Agreement with CCS Facility Services - Fresno, Inc., adding janitorial services at two additional County locations, effective upon execution, increasing the maximum compensation by $1,000,000 to a total of $4,560,000, with no change to the potential five-year term of August 10, 2021, through August 9, 2026, which includes a three-year initial term with two optional one-year extensions.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow CCS Facility Services - Fresno, Inc. (CCS) to provide janitorial services at the Hall of Records and the Area 2 Substation. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose to not approve the recommended action, the Internal Services Department, Facility Services division (ISD - Facility Services) would need to provide lower service levels and use in-house staff at the identified sties, due to increased demand and a lack of additional resources.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, which will increase the maximum compensation by $1,000,000 to a total of $4,560,000 through the end of the term. Costs for services provided under the recommended amendment will be recovered through charges to user departments. Sufficient appropriations and estimated revenues are included in the ISD - Facility Services Org 8935 FY 2023-24 Adopted Budget and will be included in future budget requests.
DISCUSSION:
On August 10, 2021, your Board approved Agreement No. A-21-300 for PBC SolutionOne Inc., dba CCS Facility Services (PBC) to provide janitorial services to the County Plaza Building and Crocker Building for an initial three-year term, with two optional one-year extensions.
On April 5, 2022, your Board approved the First Amendment to Agreement with PBC to provide janitorial services to the Rowell Building, as well as temporary janitorial services to two County locations, located at 2011 Fresno St. and 1404 L St., in Fresno.
On December 1, 2023, PBC officially change their name with the Secretary of State from PBC SolutionOne, Inc. dba CCS Facility Services, to CCS Facility Services - Fresno, Inc.
Since then, ISD - Facility Services has identified additional buildings, including the Hall of Records and Area 2 Substation, that would benefit from receiving janitorial services from CCS.
Approval of the recommended action increases the maximum compensation by $1,000,000 to $4,560,000 to account for the new locations receiving janitorial services from CCS. All other terms of the agreement remain unchanged.
