SUBJECT: Adopt Resolutions for Digibus Mobile Classroom
RECOMMENDED ACTION(S):
TITLE
1. Adopt Budget Resolution increasing the FY 2016-17 appropriations for the Library-Measure B Org 7511 in the amount of $58,500 (4/5 vote);
2. Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for Internal Services Department, Fleet Services Org 8910 in the amount of $19,000 (4/5 vote);
3. Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for Internal Services Department, Fleet Services-Equipment Org 8911 in the amount of $71,000 (4/5 vote);
4. Adopt Donation Resolution accepting and expressing gratitude for the monetary donation of $31,500 from the Foundation for Fresno County Public Library (FFCPL) to retrofit the Digibus Mobile Classroom; and
5. Adopt Budget Resolution increasing the FY 2016-17 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $31,500 (4/5 vote).
REPORT
There is no Net County Cost associated with the recommended actions. The total estimated cost to implement the Digibus Mobile Classroom is $179,386. Of the $179,386, $90,000 will be used, with approval of recommended actions, to cover the costs of the interior and exterior conversion of the Winnebago into a Digibus Mobile Classroom to host mobile digital literacy and job search classes for Fresno County residents. The fourth recommended action is required to satisfy the reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $500.00 in value.
ALTERNATIVE ACTION(S):
Your Board may choose to not accept the donation from the Foundation for Fresno County Public Library which could result in the following:
1. An increase of use of funding from the Library Measure B Sales Tax to transition the existing fleet Winnebago into a digital mobile classroom; or
2. The Winnebago would not be upgraded for use as a digital mobile classroom.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions, which will allow the Library to provide residents in Fresno County with a digital mobile classroom.
The cost of the Digibus program is $179,386, which consists of the following:
• $90,000 which is comprised of ($19,000) to Org 8910 to fund the exterior wrap and ($71,000) to Org 8911 for the interior renovation. The $90,000 is comprised of Measure B funds ($58,500) and the donation from FFCPL ($31,500); and
• $89,386 will be used for small tools and instruments ($47,029) and contracted services ($42,357) and is funded with a grant from the California State Library approved by your Board in August 2016.
Approval of recommended action No. 1 will increase the FY 2016-17 appropriations in the amount of $58,500 in the Library-Measure B Org 7511. Of this amount, $39,500 will be used to fund an Operating Transfer Out to the Fleet Services-Equipment Org 8911 to retrofit an existing Winnebago with a classroom style interior and $19,000 will be used to fund the Fleet Services Org 8910 for the exterior wrap design costs of the Winnebago. Funding in the amount of $58,500 is available in the Fund Balance of the Fresno County Library Measure B Fund 0107 to cover these costs. Approval of recommended action No. 2 will increase the FY 2016-17 appropriations and estimated revenues in the Fleet Services Org 8910 in the amount of $19,000 to allow for the payment of costs related to the installation of the vehicle wrap. Approval of recommended action No. 3 will increase the FY 2016-17 appropriations and estimated revenues in the Fleet Services-Equipment Org 8911 in the amount of $71,000 which will be funded through an Operating Transfer In from the Fresno County Library-Measure B Fund 0107, Library-Measure B Org 7511 ($39,500) and County Library Book Fund Org 7521 ($31,500) to retrofit the Winnebago. Approval of recommended action No. 5 will increase the FY 2016-17 appropriations and estimated revenues in the County Library Book Fund Org 7521 in the amount of $31,500 to fund an Operating Transfer Out to the Fleet Services-Equipment Org 8911, using the monetary donation from the FFCPL for the development of the Digibus Mobile Classroom.
It should be noted, the retrofitting of the fleet Winnebago No. 33613 will increase the life and value of the asset to an estimated value of $81,000 ($71,000 interior renovation and $10,000 determined value).
The California State Library grant funding for equipment and professional services ($89,386) is included in the FY 2016-17 Adopted Budget of the Library Grants Org 7517. Staffing and routine maintenance costs associated with the program will be provided by the Library as part of normal library operations and are included in the FY 2016-17 Adopted Budget of the Library-Measure B Org 7511. The Ongoing annual costs to maintain this program will be funded primarily with Measure B funds and included in subsequent requested budgets.
DISCUSSION:
The donation of the Winnebago from Reading & Beyond was accepted by your Board on August 19, 2014. The Library seeks to convert the donated Winnebago into a Digibus Mobile Classroom, which will include educational and employment services supported by digital technology. The conversion of the Winnebago into a mobile classroom consists of an external wrap and internal renovation with several computers, chairs, tables, desks, mobile Internet, Wi-Fi and storage space. ISD-Fleet Equipment seeks to hire a County contracted vendor to complete the conversion of the existing Winnebago.
On August 23, 2016, your Board approved acceptance of California State Library Services and Technology grant funds to cover the costs for instructional computer equipment and professional services required to implement the Digibus Mobile Classroom.
The Foundation for the Fresno County Public Library would like to contribute $31,500 to the Library to offset a portion of the costs associated with the conversion of the Winnebago. The mission of the Foundation for the Fresno County Public Library is to support everyone in the community by enriching public libraries. Through fundraising for the Library, the Foundation for Fresno County Public Library provides funding for new facilities, capital improvements, special collections, materials, and programs for youth and adults. The Foundation for Fresno County Public Library has successfully raised capital designated for the Digibus Mobile Classroom over the last two years.
The Department estimates that the Digibus will commence services on January 27, 2017. Services will initially be provided to Fresno, Kerman, Parlier, Reedley and Selma. Additional cities may be served as the program expands.
