RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute the Substitution of Data Use Agreement with Michigan Public Health Institute, to allow for the substitution of County’s current Data Use Agreement with Michigan Public Health Institute for the participation in the National Fatality Review Case Reporting System with California Department of Public Health’s Data Use Agreement; and

2.                     Approve and authorize the Chairman to execute a Data Use Agreement with California Department of Public Health, to participate in the National Fatality Review Case Reporting System, effective upon execution until terminated by either party ($0).

REPORT

There is no Net County Cost associated with the recommended actions. Approval of the first recommended action will approve the substitution of County’s current Data Use Agreement (DUA) with Michigan Public Health Institute (MPHI), replacing it with the California Department of Public Health’s (CDPH) DUA. Approval of the second recommended action will allow the Department of Public Health (Department) to participate and share specific Fresno County fetal and infant fatality case review data with CDPH as part of the National Fatality Review Case Reporting System (NFRCRS). This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. Should your Board not approve the recommended actions, the Department would not be able to share specific Fresno County fetal and infant fatality case review data with CDPH nor be a participant in the NFRCRS.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. There are no costs associated with the recommended agreement.

 

DISCUSSION:

 

On January 21, 2020, your Board approved a DUA with MPHI to participate in the NFRCRS and establish protocols and restrictions governing data information between MPHI and the County. On September 1, 2020, your Board approved a DUA with MPHI to continue sharing specific Fresno County fetal and infant fatality case review data with MPHI as part of the NFRCRS. The County has been able to utilize the comprehensive NFRCRS to collect, analyze, and create reports on the reviews of fetal and infant deaths conducted by the County’s Fetal Infant Mortality Review (FIMR) program.

 

The NFRCRS first launched in April 2018 and only 16 of 28 states that had at least one FIMR program were using the system. The County of Fresno was the first county in California to use the system. At the time, CDPH intended to enlist all county FIMR program sites in the state to use the system, allowing comparability of trends in fetal and infant fatality data within and between local FIMR programs and other states. Therefore, the Department’s FIMR program entered into a DUA directly with MPHI for the participation in the NFRCRS. CDPH will now be managing the NFRCRS for analysis and reporting of California cases and provide access to the database for the efficiency of collecting, reporting, and reviewing death information by counties, cities, and local health jurisdictions. Data collected will help better identify and address maternal/infant health, health disparities, and help promote policy, programs, interventions, and laws to prevent fetal, infant, and child deaths at the local, state, and national level.

 

Approval of the recommended actions will allow the County to continue participating in the NFRCRS to utilize the system for collecting, analyzing, and reporting on the reviews of fetal and infant deaths conducted by the Department’s FIMR program. A DUA has been signed by CDPH and MPHI, which now replaces the DUA that the County had with MPHI.
