SUBJECT:                     Amendment No. 2 to Agreement with GovernmentJobs.Com, Inc. dba NEOGOV

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment No. 2 to Agreement No. A-24-050 with GovernmentJobs.Com, Inc. dba NEOGOV (NEOGOV) to add additional products, increase the maximum compensation by $151,424 to a total of $3,234,948, effective upon execution, and extend the current term by two months from May 15, 2027 to July 31, 2027; and

 

2.                     Approve and authorize the Director of Information Technology/Chief Information Officer, or their designee, to add and remove products and services as needed to support the County’s use of NEOGOV’s Human Resources suite of products and services, not to exceed $100,000 during the term of the Agreement, with no increase to the maximum compensation.

REPORT

There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will increase the maximum compensation under Agreement No. A-24-050 (Agreement) with NEOGOV by $151,424 to add remote examination proctoring capabilities and accommodate additional products and services based on operational needs. The recommended Amendment will also extend the current term by two months, from May 15, 2027, to July 31, 2027, to align with NEOGOV’s annual subscription period.

 

Approval of the second recommended action will authorize the CIO, or their designee, to add and remove products and services within the scope and maximum compensation of the Agreement, not to exceed $100,000 (3%) during its term. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the first recommended action is not approved, the County will not be able to purchase the Biddle TestGenius Proctoring subscription, which would allow staff to proctor online examinations. If remote proctoring services are not implemented, the County may experience greater challenges in safeguarding online test integrity, increasing the risk of exam misconduct and potentially affecting the credibility and reliability of examination results.

 

If the second recommended action is not approved, staff will return to your Board to further amend the Agreement as product and service needs change.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The recommended Amendment will increase the total maximum compensation payable by $151,424 to $3,234,948. Costs associated with the recommended Amendment are included in the Information Technology Services Department’s (ITSD) enterprise rate charged to departments. Sufficient appropriations and estimated revenues are included in the ITSD Org 8905 FY 2026-27 Adopted Budget and will be included in future ITSD Recommended Budget Requests for the duration of the Agreement term.

 

DISCUSSION:

 

On January 23, 2024, the Board approved Agreement No. A-24-050 with NEOGOV effective May 15, 2023, with a two-year base term and three optional one-year extensions, and a maximum compensation not to exceed $3,070,378. The Agreement allowed the County to purchase various Human Resources modules, including Insight (online recruitment software and application tracking management system), Perform (employee performance management software), NEOGOV Integrations (integration of employee data across NEOGOV modules), Onboard (electronic onboarding software), Learn (centralized learning management system), and eForms (the creation, storage, centralization, and digital management of personnel files).

 

On November 18, 2025, your Board approved Amendment No. 1 to Agreement No. A-24-050 (A-25-588), which added on NEOGOV’s bulk Sharable Content Object Reference Model (SCORM) import interface and increased the maximum compensation by $13,146 to a total of $3,083,524.

 

The Human Resources Department currently uses Biddle to administer online exams for countywide recruitments. Approval of the recommended Amendment will add the Biddle TestGenius Proctoring subscription, which will provide an added layer of security for online exams by helping verify candidate identity and ensure test integrity. Additionally, the term extension will align the overall Agreement term and all subscription terms with NEOGOV’s annual subscription period of August 1st through July 31st, simplifying annual renewals and the administration of the County’s subscriptions. The term alignment also results in a $1,076 cost reduction for the SCORM import interface.

 

The second recommended action authorizes the CIO, or designee, to add or remove products and services as requested by the Human Resources Department, provided they are within the scope of the Agreement. Any additions will be limited to the $100,000 allocated specifically for future needs. This authority will allow ITSD to respond expeditiously as operational needs arise, while ensuring products and services are added only when needed to support Human Resources operations.
