SUBJECT: Quarterly Report - Administrative Policy No. 75
RECOMMENDED ACTION(S):
TITLE
Receive and file Community Outreach Expenditures which do not exceed $1,500, from April 1 through June 30, 2026, approved by County Counsel per Administrative Policy No. 75.
REPORT
The reported community outreach expenditures were submitted by Districts 2, 3, and 5 during the aforementioned period to County Counsel for approval per Administrative Policy No. 75 and meet the requirements whereby the expenditures do not require further approval from the Board.
ALTERNATIVE ACTION(S):
There is no viable alternative action. The reported expenditures have already been approved by County Counsel as being in accordance with Administrative Policy No. 75 and do not require further approval by the Board.
FISCAL IMPACT:
There is no increase in Net County Cost (NCC) associated with the recommended action. Expenditures by specific Districts are paid through their own individual budgets, and sufficient appropriations were included in the FY 2025-26 adopted budget for Orgs 01100102, 01100103, and 01100105, for Districts 2, 3, and 5, respectively.
DISCUSSION:
On August 8, 2017, the Board approved Administrative Policy No. 75 to allow individual Supervisors to expend portions of their individual budgets for community outreach services and programs. Under this policy, all community outreach expenditures were to be submitted to County Counsel for review and approval. For appropriate non-County business expenditures, County Counsel would refer the expenditure to the Board for final approval.
On March 11, 2025, your Board approved revisions to Administrative Policy No. 75, which allows for appropriate non-County business expenditures which do not exceed $1,500.00 to no longer require further approval from the Board and directed the Clerk of the Board to post such expenditures on the County website.
On May 6, 2025, by consensus, your Board agreed to amend your previous direction to the Clerk of the Board: as data posted on the County website is only retained temporarily, and the Board’s meeting records are kept in perpetuity, the Clerk of the Board is now directed to provide the Board a report every three months on the consent agenda of expenditures which do not exceed $1,500.00 per Administrative Policy No. 75.
