SUBJECT: Award Contract 25-01-CD CSA 44A Wastewater Facility Improvements
RECOMMENDED ACTION(S):
TITLE
1. Adopt plans and specifications for Contract 25-01-CD County Service Area (CSA) 44A Wastewater Facility Improvements, Community Development Block Grant Project No. 21271; and
2. Award to the lowest bidder W.M. Lyles Co., 525 W. Alluvial Avenue, Fresno, CA 93711, in the total amount of $363,833 for the base bid and Additive 1.
REPORT
The first recommended action will adopt the project plans and specifications. The second recommended action will authorize the award of the project's construction contract to the lowest bidder, W.M. Lyles Co. This item pertains to a location in District 5.
ALTERNATIVE ACTION(S):
If the first and second recommended actions are not approved, this project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The anticipated construction cost for the project, based on the low bid and Director's allowance for change orders of $30,691, is $394,524. This project is 100% Federally funded with Community Development Block Grant (CDBG) funds allocated to the County through the United States Department of Housing and Urban Development (HUD) and allocated on a competitive basis by the Housing and Community Development Citizens Advisory Committee, in accordance with the County's Citizen Participation Plan. The original budget for this project was $250,000 as included in the FY 2021-22 Annual Action Plan approved by the Board on May 11, 2021. Additional funding of $296,675 from the County's Unincorporated Area contingency were included in the 2025-26 Action Plan and approved by your Board on August 5, 2025, bringing the total project funding to $546,675.
Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning CDBG Org 7205 in the FY 2025-26 Recommended Budget.
DISCUSSION:
This project affects the CSA 44A, which serves a mobile home park in Friant, CA. The work to be done consists, in general, of the replacement of the lift station basin and pumps with all necessary supplemental work, including connection to the existing lift station panel for a new fully functional lift station, installation of a new sludge digester tank, and installation of miscellaneous piping and valves. This project contains additive items including replacement of the entrance chain link access gate.
The project was advertised on June 24, 2025, and a bid opening was held on July 24, 2025. Six bids were received. The low bid, including the additive, of $363,833, from W.M. Lyles Co., was $90,167, or 19.9% lower than the engineer's estimate of $454,000 due to lower than anticipated costs for the lift station. Plans and Specifications were prepared by the Department of Public Works and Planning and are on file with the Department.
Department staff has determined that the CSA 44A Wastewater Facility Improvements project is categorically exempt from the provisions of California Environmental Quality Act under Section 15301 (b) - Existing Facilities. It has also been determined that the project is exempt per Section 58.34 (a)(12) of the National Environmental Policy Act Guidelines because the project meets the requirements for a categorical exclusion under Section 58.35 (a)(3)(iii).
It is anticipated that construction will commence in October 2025 and will be completed in December 2025.
