RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute the First Amendment to Agreement A-18-709 with Granicus, LLC, for the implementation and upgrade of the AMANDA software, effective upon execution, with no change to the potential ten-year term, which include a five-year initial term and five optional one-year extensions, from December 11, 2018 through December 3, 2028, and increase the maximum compensation by $1,000,000 to a total of $5,000,000, to address higher than anticipated use of professional and maintenance service hours.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow the Department of Public Health (DPH) and the Department of Public Works and Planning (PWP) to continue to utilize Granicus, LLC (Granicus) for the implementation and upgrade of the AMANDA system. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommend action, the County would need to find alternative methods for procuring ongoing professional services for the maintenance of the AMANDA system.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended action will increase the total compensation by $1,000,000, from $4,000,000 to $5,000,000. Sufficient appropriations are included in the DPH Org 5620 FY 2023-24 Recommended Budget, PWP Org 4360 FY 2023-24 Recommended Budget, and PWP Org 4510 FY 2023-24 Recommended Budget, and will be included in all subsequent budget requests for the duration of the Agreement.

 

DISCUSSION:

 

On December 11, 2018, your Board approved agreement A-18-709 (Agreement) with CSDC, Inc. for the implementation and upgrade of the AMANDA building permit system for a five-year term, with the option for five additional one-year extensions.

 

On October 25, 2022, your Board approved an assignment of the Agreement (A-22-476) to Granicus after they acquired CSDC, Inc. Granicus assumed the rights, interests, obligations, responsibilities, and liabilities of the Agreement.

 

During the course of the initial five-year term, both DPH and PWP have utilized optional additional maintenance service hours for a multitude of projects. These hours cover any services outside of the initial implementation deliverables and ongoing software support and licensing fees. Generally, maintenance services hours have been utilized for enhancements to current portals and applications, configuration and setup for new applications, and additional AMANDA training. Similar project updates and upgrades are planned for the future for both Departments. To date, a total of $2,486,466 has been paid towards the original project deliverables, annual licensing and software fees, and additional professional services already delivered.

 

Approval of the recommended action will increase the maximum compensation by $1,000,000, to a total of $5,000,000, and will provide both DPH and PWP with increased professional services hours for ongoing and future maintenance services requests for the remainder of the contract. All other terms of the agreement remain unchanged.
