RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment No. 1 to Agreement with Poverello House for Recidivism Reduction Services extending the term by one year from June 30, 2022 to June 30, 2023 with an option to extend by an additional twelve (12) months and increasing the maximum by $100,000 to a total of $250,000.

REPORT

There is no Net County Cost associated with the recommended actions, which will allocate an additional $100,000, total not to exceed $250,000, of Local Innovation Subaccount funds to Poverello House for the continuation of Recidivism Reduction Services. In addition, the recommended Amendment extends the term of the Agreement by one year and includes an optional 12-month extension; this extension will align the term of the Agreement with the County standard 5-year term. The Local Innovation Subaccount allocates 10% of the money received during the fiscal year from the Trial Court Security, the Community Corrections, the District Attorney and Public Defender, and the Juvenile Justice Growth Special Accounts. Your Board has the authority to spend these funds as it would any of the funds in these accounts for local needs. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, Agreement No. 19-233 with Poverello House will expire on June 30, 2022, and the County will not have an active contract for Recidivism Reduction Services. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. Pursuant to Government Code Section 30029.07(b), beginning in FY 2015-16, each county treasurer shall create a Local Innovation Subaccount and transfer 10% of the money received during the fiscal year from each of the following state Growth Special Accounts: 1) Trial Court Security, 2) Community Corrections, 3) District Attorney and Public Defender, and 4) Juvenile Justice. The FY 2022-23 Growth funding for the Local Innovation Subaccount is recommended for distribution to Poverello House.

 

Sufficient appropriations and revenue will be included in the FY 2022-23 budget request for Org 3438 Local Innovation Subaccount.

 

DISCUSSION:

 

Poverello House has provided recidivism reduction services to the County since July 2015, with the most recent agreement approved by your Board on June 4, 2019. If not amended, the current agreement for these services will expire on June 30, 2022. On March 14, 2019, the County of Fresno, on behalf of the County Administrative Office, issued Request for Proposal (RFP) No. 19-055 for recidivism reduction services to vendors registered in Public Purchase. The response period closed on April 11, 2019, and two vendors responded: Poverello House and Focus Forward

 

An evaluation panel composed of representatives from the Probation Department, the Department of Behavioral Health, and the Library evaluated each proposal based on the requirements of the RFP. Each evaluator reviewed the proposals on their own merit, based on bidder-provided data, capability, and qualifications. The evaluation panel narrowed their recommendations to Poverello House as the vendor to provide recidivism reduction services under the terms of the RFP.

 

The recommended amendment extends the term of the agreement to June 30, 2023, with an optional one-year extension, to expire on June 30, 2024. This extension will align the term of the Agreement with the County standard 5-year term. If approved, the recommended amendment also increases the maximum compensation amount, from $150,000 to $250,000.
