SUBJECT:                     Budget Resolutions for TekNET and Body Scanner Software Payment

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing the FY 2025-26 appropriations for the Juvenile Facility Grant Fund 0075, Subclass 17306, Org 1146 in the amount of $20,037, for the payment of one TekNET and body scanner software (4/5 vote); and

2.                     Adopt Budget Resolution increasing the FY 2025-26 appropriations and estimated revenues for Probation Org 34409999 in the amount of $20,037 (4/5 vote)

REPORT

There is no additional Net County Cost associated with the recommended actions. Approval of the recommended actions will allow for the transfer of $20,037 from the Juvenile Facility Grant Fund 0075, Subclass 17306, Org 1146 into Probation Org 34409999 to pay for the purchase of one TekNET and body scanner software, that was approved under Agreement No. A-25-196. TekNET is a backup image storage equipment that also allows for connected body scanners to view scans taken from multiple locations and consolidate scans to one large hard drive. Although this item pertains to a location in District 4, the item is county-wide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. If the recommended actions are not approved, the Probation Department would not have sufficient appropriations to pay for the TekNET or body scanner software needed to achieve operational efficiency from the three body scanners at the Juvenile Justice Campus.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. Approval of the first recommended action will increase the FY 2025-26 appropriations in the Probation Juvenile Facility Grant Fund Org 1146 to process an Operating Transfer Out. Approval of the second recommended action will increase the FY 2025-26 appropriations and estimated revenues in Probation Org 34409999 for program 92101 in the amount of $14,037 for the payment of one TekNET and in the amount of $6000 for the payment of body scanner software through an Operating Transfer In from the Juvenile Facility Grant Org 1146. Ongoing maintenance costs will be included in future budget requests. As of December 18, 2025, there is a pending invoice in the amount of $20,037.

 

DISCUSSION:

 

On May 20, 2025, the Board executed Agreement No. A-25-196 with Tek84 Inc. for the purchase of three body scanners, one TekNET, software, and services to enhance the security infrastructure at the Juvenile Justice Campus and promote the expansion of visitation, family engagement, and normative spaces. The Board also approved Budget Resolutions for FY 2024-25 to facilitate these purchases.

 

The shipment, installation, invoicing, and payment for the three body scanners occurred in FY 2024-25. Additional information technology (IT) details needed to be confirmed before the TekNET could be shipped and installed. As a result, the shipment, installation, and invoicing for the TekNET and software were delayed until this fiscal year. As of December 18, 2025, there is a pending invoice in the amount of $20,037.

 

The approval of the recommended actions ensures there are sufficient appropriations in FY 2025-26 to pay for the TekNET and software, which will provide efficiencies and support the enhanced security infrastructure at the Juvenile Justice Campus.
