SUBJECT:                     Salary Resolution Amendments for Unrepresented and Confidential Classifications

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve salary adjustments for Accountant I/II/Sr - Confidential classifications, effective November 27, 2023, as reflected on Appendix “D”;

2.                     Approve salary adjustments for the Supervising Accountant classification, effective November 27, 2023, as reflected on Appendix “D”; and

3.                     Approve the related Salary Resolution Amendments, as reflected on Appendix “D”.

 

REPORT

There is a $12,262 increase in Net County Cost (NCC) associated with the recommended actions for FY 2023-24. Approval of the recommended actions would serve to increase salaries in an effort to remain competitive in the local labor market. Impacted department appropriations will be monitored and adjustments will be brought to your Board if needed.

 

ALTERNATIVE ACTION(S):

 

If your Board were not to approve the recommend actions, salaries for affected classifications would remain unchanged for FY 2023-24.

 

FISCAL IMPACT:

 

There is a $12,262 increase in NCC associated with the recommended actions. The total estimated cost of the recommended actions for FY 2023-24 is approximately $52,581; $12,262 in NCC. Impacted departments’ FY 2023-24 appropriations will be monitored and adjustments will be brought to your Board if needed.

 

DISCUSSION:

 

The recommended actions affect the following Unrepresented confidential classifications covered by footnote “y” of the Salary Resolution:

                     Accountant I/II/Sr. - Confidential

o                     4.77% equity increase, effective November 27, 2023

o                     Add one additional salary step (step 6), effective July 8, 2024

o                     Effective no sooner than July 8, 2024, modify Salary Resolution Section 411.2 (Advance from Step 1 to Step 2) from 13 pay periods to 26 pay periods. A subsequent item will be brought to the Board at a future date to effectuate the changes to the Salary Resolution.

o                     5% (3% COLA + 2% equity) increase, effective November 25, 2024

o                     3% equity increase, effective July 7, 2025

Additionally, the recommended actions affect the following Unrepresented classification:

                     Supervising Accountant

o                     4.77% equity increase, effective November 27, 2023

o                     Add one additional salary step (step 6), effective July 8, 2024

The recommended salary adjustments for the classifications above are consistent with the County’s desire to remain competitive in the local labor market, address any issues of compaction and to facilitate effective recruitment and retention of top talent.
