SUBJECT:                     Salary Resolution Amendment-Department of Internal Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve Salary Resolution Amendment adding two (2) Information Technology Analyst positions to the Internal Services Department - Information Technology Services Division Org 8905, effective October 22, 2018, as reflected on Appendix “D”, on file with the Clerk of the Board.

2.                     Adopt Budget Resolution increasing the FY 2018-19 appropriations and estimated revenues for the Internal Services Department - Information Technology Services Division Org 8905 in the amount of $187,384 (4/5 vote).

REPORT

Approval of the recommend actions will allow the Internal Services Department - Information Technology Services Division (ISD-IT) to address increasing operational needs of the Department of Behavioral Health (DBH) by adding two Information Technology Analyst (ITA) positions. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, the department will not have sufficient staffing to adequately support the Department of Behavioral Health’s pending information technology related projects.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. Approval of the recommended Salary Resolution Amendment will increase the permanent position allocation in the ISD-IT Org by two (2) ITAs to meet the increasing operational needs for the Department of Behavioral Health. The cost associated with the first recommended action will be funded by charge backs to the user department for technology related services.

 

Approval of the second recommended action will increase the FY 2018-19 appropriations for ISD-IT Org 8905 in the amount of $187,384. Funding for subsequent salaries and benefits will be included in future Departmental budget requests.

 

DISCUSSION:

 

In consultation with the Department of Human Resources, the Internal Services Department continues to evaluate its functions and organization within the Information Technology Services Division. The Department is addressing service needs by adding two (2) additional ITA positions. The positons will be filled as service delivery improvements are implemented and need from customer departments arise.

 

The Department of Behavioral Health has several pending projects requiring specific skill sets to perform application development and interfaces to applications, programming, analytics, web support services, and integration of data for multiple software systems.

 

Due to increased technology demands on the department from DBH, the ITA positions will be a resource dedicated to Behavioral Health for on-going projects. This will allow Behavioral Health to effectively interface with Information Technology to advocate for DBH needs while allowing ISD-IT to leverage our experience to manage and develop the analysts.
