RECOMMENDED ACTION(S):

TITLE

Adopt Plans and Specifications and award Contract No. 20-14-M, Bituminous Seal Coats, Various Locations in Fresno County, to the low bidder, Sierra Nevada Construction, Inc., P.O. Box 50760 Sparks, NV 89435, in the amount of $1,264,007.

REPORT

Approval of the recommended action will authorize the award of a budgeted 29.6-mile County-maintained pavement preservation project.  This item pertains to locations in Districts 1, 4 and 5.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the project will be delayed or will not be constructed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The anticipated construction cost for this project is $1,339,707, which is based on the low bid and the Director’s allowance for change orders of $75,700.  The project will be funded with the County’s SB-1 Road Maintenance and Rehabilitation Account.  Sufficient appropriations and estimated revenues for the project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2020-21 Adopted Budget.

 

DISCUSSION:

 

The work to be done consists, in general, of placing bituminous seal coats on 29.618 miles of County-maintained roads.  A bituminous seal coat, also known as a chip seal, is a type of pavement preservation treatment applied to low-traffic roads that require increased surface friction.  The thin protective layer provided by a chip seal fills in fine cracks to help prevent water from seeping into the pavement base, mitigates sun damage, and increases friction and skid resistance.

 

This project was advertised on February 9, 2021 and a bid opening was held on March 11, 2021.  Seven bids were received.  The low bid of $1,264,007 from Sierra Nevada Construction was 13% lower than the engineer’s estimate of $1,458,273.  A list of bidders and their respective bid amounts is shown below:

It is anticipated that construction will commence in May 2021 and will be completed in June 2021.  Project Specifications are on file with the Department and were prepared by the Department’s Design Division.
