SUBJECT: Agreement with Nations Roof West, LLC for Emergency Roofing Maintenance Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Nations Roof West, LLC, for emergency roofing maintenance services, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $2,000,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow Nations Roof West, LLC to provide emergency roofing maintenance service to county buildings. This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, the County will be without an efficient method to procure roofing maintenance services for situations that require immediate intervention.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action for Internal Services Department - Facilities Services Division (ISD - Facilities) Org 8935. All costs associated with these services are funded through chargebacks to user departments. Sufficient appropriations and estimated revenues are included in the ISD - Facilities Org 8935 FY 2023-24 Adopted Budget and will be included in future budget requests. Costs for the recommended agreement are estimated not to exceed $2,000,000 for the total potential five-year term of the recommended agreement.
DISCUSSION:
On August 16, 2023, the ISD - Purchasing Division, on behalf of ISD - Facilities, issued a Request for Statement of Qualifications (RFSQ) No. 24-005 for the purposes of establishing a master agreement for emergency roofing maintenance services. Emergency response services are defined as situations that may pose an immediate risk to Fresno County employees, business processes, and property. They require urgent intervention to prevent a worsening of a situation. Services would be requested on an as-needed basis.
The response period closed on September 8, 2023, and one vendor responded to the RFSQ: Nations Roof West, LLC. Due to only receiving one response, ISD - Facilities will no longer be establishing a master agreement.
Approval of the recommended action will approve the agreement with Nations Roof West, LLC, for emergency roofing maintenance services, effective upon execution, not to exceed five consecutive years, which include a three-year base contract and two optional one-year extensions, and total compensation not to exceed $2,000,000.
