SUBJECT:                     Amendment I to Agreement with University of Cincinnati Research Institute

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a First Amendment to Agreement No. A-24-271 with University of Cincinnati Research Institute, to increase the allowable travel expenses for services, with no change to the term of June 4, 2024, through June 3, 2027, or compensation maximum of $753,500.

REPORT

There is no increase in Net County Cost associated with the recommended action, which will allow University of Cincinnati Research Institute (UCRI) to receive appropriate reimbursement for travel expenses needed for the continuation of training, coaching and technical assistance services to expand and improve delivery of Evidence Based Practices (EBP) in the Probation Department through a Continuous Quality Improvement (CQI) model. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, UCRI would be unable to deliver services that require two or more trainers in an efficient and effective manner.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action, as there is no change to the to the agreement’s maximum compensation of $753,500, and the agreement costs are funded with the Youthful Offender Block Grant (YOBG) funds, the ongoing Division of Juvenile Justice (DJJ) Allocation, and SB 678 funding. Sufficient appropriations and estimated revenue are included in Probation’s FY 2025-26 Adopted Budget for Org 3430 and Org 3440 and will be included in future budget requests.

 

DISCUSSION:

 

On January 29, 2019, the Board approved Agreement No. A-19-038 with UCRI for services to expand and improve the delivery of Departmental EBP. On September 30, 2020, SB 823 was signed into law, which stopped the intake of youth to the DJJ custodial facilities on July 1, 2021.   On April 27, 2021, the Board approved the first amendment to the agreement, adding in services related to the design and implementation of the DJJ Realignment program. Additionally, as a result of the closure of the DJJ, the Board of State and Community Corrections (BSCC) offered a grant opportunity for California counties to apply for grant funding to create regional hubs for high-risk youth. 

 

On January 4, 2022, the Board approved the grant agreement with BSCC (executed by BSCC on January 11, 2022). The grant agreement includes funding for technical assistance, training, coaching, fidelity monitoring, and oversight services for Juvenile Sexual Offender (JSO) programming. Effective March 1, 2024, the County entered into a short-term Procurement Agreement with UCRI for training, technical assistance, coaching, and fidelity monitoring services to help provide oversight of the JSO treatment programming hub being developed at the County’s Juvenile Justice Campus (JJC) facility. 

 

On June 4, 2024, the Board approved Agreement No. A-24-271 with UCRI. The current agreement allows for the continuation of technical assistance and training to expand and improve delivery of EBP Department-wide and helps to implement and maintain sustainability through the use of a CQI model. This has included the continued development of programming, training, fidelity monitoring, technical assistance and oversight of community-based organizations involved with the implementation of the JSO hub at the JJC.

 

Approval of the recommended action will allow UCRI to provide two or more trainers as needed for technical assistance, coaching, fidelity monitoring, training and oversight services, to ensure effective and efficient service delivery. The recommended amendment also memorializes a 26% indirect rate that is applied to all travel expenses, due to an overhead rate agreement required of UCRI by the University of Cincinnati. The current agreement listed travel cost maximums that were insufficient to cover the travel costs for more than one trainer. The recommended amendment will eliminate these limitations, enabling the Department to fully utilize the necessary number of trainers to meet program needs and allow UCRI to receive appropriate reimbursement for travel expenses.
