SUBMITTED BY: Hollis Magill, Director of Human Resources
SUBJECT: Salary Resolution Amendments - Administrative Office
RECOMMENDED ACTION(S):
TITLE
1. Approve Amendment to the Salary Resolution establishing the County Communications Specialist classification series and reclassifying two (2) Administrative Analyst I/III/III/Senior/Principal allocations within the County Administrative Office, effective January 22, 2024, as reflected in Appendix “A”; and
2. Approve Amendment to the Salary Resolution retitling the Program Administrator - Homelessness Liaison to Homelessness Program Manager, effective January 22, 2024, as reflected on Appendix “A”.
REPORT
There is no increase in Net County Cost (NCC) associated with the recommended actions. Approval of the recommended actions will properly title an existing classification and establish a new classification series in the County Administrative Office to support the County’s communication strategies and foster community relations. There is no net increase in positions as a result of these actions, as two existing position allocations will be reclassified to the new County Communications Specialist series, and one existing classification is being retitled.
ALTERNATIVE ACTION(S):
If your Board were not to approve the recommended actions, the classifications in the County Administrative Office will remain unchanged.
FISCAL IMPACT:
There is no increase in NCC associated with the recommended actions and sufficient appropriations are included within the Org 0120 FY 2023-24 Adopted Budget. All reclassifications and retitling of positions will mirror the current salary ranges associated with each classification.
DISCUSSION:
In accordance with the County’s overall communication strategy and upon consultation with the County Communications Director, the Department of Human Resources is recommending the creation of the County Communications Specialist classification series to plan, develop, create, and distribute multimedia marketing and outreach content, materials, and campaigns in support of communications plans and strategies aligned with the County’s vision, mission, and core beliefs. This classification series will assist County departments in the preparation of both internal and external media content and will play a pivotal role in creating an inclusive and responsive approach to community outreach, communications, and marketing.
Two Administrative Analyst positions will be reclassified to County Communications Specialist, Senior County Communications Specialist, and Principal County Communications Specialist positions. One (1) current Administrative Analyst III incumbent will be reclassified to County Communications Specialist with no immediate change in compensation due to the salary ranges being equal. The second allocation to be reclassified is vacant and the Department of Human Resources will be conducting a recruitment to fill the position immediately after approval of the item.
Approval of the second recommended action will retitle the existing Program Administrator - Homelessness Liaison to Homelessness Program Manager, in accordance with recent updates to the job specification. The salary ranges of both classifications are the same as reflected within Appendix “A”.
