DATE: June 2, 2026
TO: Board of Supervisors
SUBMITTED BY: Joe Prado, Director, Department of Public Health
SUBJECT: Budget Transfer for Waste Tire Surveillance Camera Equipment
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Clerk of the Board to execute Budget Transfer No. 67 transferring FY 2025-26 appropriations in the amount of $15,032 from Account 7295 (Professional & Specialized Services) to Account 8300 (Equipment), Program No. 92123 within the Department of Public Health Org 56204884 for the purchase of Waste Tire surveillance camera equipment.
REPORT
Approval of the recommended action will transfer existing FY 2025-26 appropriations from Org 56204884, Account 7295 to Account 8300 for Program No. 92123 within the Department of Public Health. This will allow for the purchase of a covert bullet camera conversion kit to be placed at Annadale Avenue and Willow Avenue for the surveillance and deterrence of illegal waste tire and trash dumping. While the intersection of Annadale Avenue and Willow Avenue is located with District 4, the scope of this item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the Department will be unable to purchase the camera equipment and will therefore not have the ability to monitor and deter illegal waste tire dumping at the Annadale and Willow Avenue site.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will transfer $15,032 in existing FY 2025-26 appropriations from Org 56204884, Account 7295 (Professional and Specialized Services) to Account 8300 (Equipment), Program No. 92123.
DISCUSSION:
The Department’s Environmental Health (EH) Waste Tire Program is responsible to monitor, investigate and enforce against illegal dumping of waste tires and trash, often through routine surveillance, complaint response, and coordination with state agencies. EH has oversight of illegal dumping with primary responsibility for preventing, abating, and enforcing illegal disposal violations.
Your Board approved County Agreement No. 25-199, a grant with California Department of Resources Recycling and Recovery (CalRecycle), approved by your Board on May 20, 2025, for the inspection, monitoring. and enforcement activities related to handling and disposing of waste tires in the County. For the surveillance requirement, the Department’s EH Waste Tire Program has installed a camera system that has been operating at the Annadale and Willow Avenue illegal dumping site since 2018 in order to do surveillance at the known frequent illegal dumping site; however, the existing camera equipment is no longer functional and repair of the equipment is not economical.
Approval of the recommended action will allow the Department to purchase a covert bullet camera conversion kit, which includes four 8-megapixel cameras, video streaming software, camera licenses, installation and labor to replace the existing non-functional equipment. This camera kit will allow the County the capability to perform surveillance and provide deterrence of illegal waste tire dumping at the Annadale and Willow Avenue site. The expenses for the camera equipment will be fully reimbursable by the CalRecycle Grant.
