SUBJECT: Retroactive Law Enforcement Specialized Units Program Grant Application and
Agreement
RECOMMENDED ACTION(S):
TITLE
1. Retroactively authorize the Sheriff-Coroner’s previous submittal of a grant application with the California Governor’s Office of Emergency Services (Cal OES) Law Enforcement (LE) Specialized Units Program in the amount of $272,183;
2. Approve and authorize the Chairman to execute a grant agreement and Certification of Assurance of Compliance with Cal OES LE Specialized Units program, effective from January 1, 2017 through December 31, 2017 ($272,183); and
3. Approve and authorize the Sheriff-Coroner, on behalf of the County, to execute Third Addendum to Memorandum of Understanding (MOU) with the Marjaree Mason Center effective January 1, 2017 through December 31, 2017 ($46,382).
REPORT
There is no additional Net County Cost associated with these actions. Cal OES released the funding application exclusively to applicants already awarded funds in the previous funding cycle. The Sheriff -Coroner submitted the non-competitive application to Cal OES to meet the application deadline of November 7, 2016, contingent on your Board’s approval, and was awarded funding in the amount of $204,137. The funding requires that all government entity recipients provide a 25% total project cost match ($68,046) that will be offset by an in-kind match. Once the grant award face sheet is executed by the Chairman and Cal OES, the award documents become the final agreement between the County and Cal OES.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended actions, the grant funds would be denied. This would impact the department’s coordinated response to victims of domestic violence and their children.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended actions, which will provide $204,137 to partially fund one full-time Deputy Sheriff position in the Sheriff-Coroner’s Domestic Violence Unit ($157,755) and a Victim Advocate’s (through an agreement with Marjaree Mason Center) salary and benefits costs and associated expenses ($46,382). There is a 25 percent total project cost match ($68,046) required by the grant, that will be offset by an in-kind match via the salary and benefits of a second Deputy Sheriff assigned to the Domestic Violence Unit, for a total agreement amount of $272,183. The in-kind match is funded with Net County Cost and is included in the Sheriff-Coroner’s FY 2016-17 adopted budget Org 3111. If grant funding is discontinued, the associated Deputy Sheriff position would be deleted.
DISCUSSION:
On April 21, 2015 your Board executed the first LE Specialized Units program grant effective from January 1, 2015 through December 31, 2015. The funding cycle is for three years, beginning on January 1, 2015 and ending December 31, 2017. Each grant period is 12 months and a noncompetitive reapplication for continuation of funding must be submitted for the second and third years of the program. On April 5, 2016 your Board executed the second LE Specialized Units program grant effective from January 1, 2016 through December 31, 2016. The Sheriff-Coroner’s Office will use this third year funding cycle to continue to partially fund one full-time Deputy Sheriff position in the Domestic Violence Unit and one full-time Victim Advocate’s salary and benefits, overtime and operational expenses assigned to the Sheriff-Coroner’s Office for one year via a third addendum MOU with the Marjaree Mason Center, a community-based organization. The original MOU with Marjaree Mason Center is effective November 1, 2014 through February 1, 2018, but does not identify the amount allocated from the grant.
The purpose of the LE program is to create or enhance specialized units to provide a coordinated response to victims of domestic violence and their children through investigation, immediate victim advocacy, training for patrol officers/first responders, and the development of effective protocols and practices that will continue after the grant cycle has ended. The grant requires recipients to have established documented working relationships with community organizations relevant to the goals and objectives of the LE program. The Sheriff’-Coroner’s Office has an Operational Agreement with Rape Counseling Services of Fresno which is directly funded by Cal OES.
