SUBJECT: Contribution of Funds for Community Outreach Events
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Department of Public Health to participate in community outreach events as described in Department Contribution Approval Forms, pursuant to Administrative Policy 80.
REPORT
There is no Net County Cost associated with the recommended action. Administrative Policy 80 requires prior approval by a majority of the Board of Supervisors for department contributions to non-County events, causes, or anything similar. The recommended action requests Board approval for the Department to participate in the events submitted in Attachments A-D which require a registration or event sponsorship fee. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the Department will not participate in the identified events.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Costs associated are estimated to be $7,000 and funded by existing grants. Sufficient appropriations are included in the Department’s Org 5620 FY 2025-26 Adopted Budget.
DISCUSSION:
On June 10, 2025, your Board discussed department sponsorships and County financial contributions to community events. Your Board gave direction to the County Administrative Officer (CAO) to create a process for Board approval of contributing County funds to third-party events. Additionally, your Board directed the CAO to return at a later date to discuss and recommend celebrations that County departments may officially recognize or celebrate.
On July 8, 2025, Administrative Policy 80 - Department Contributions of Funds for Non-County Events or Causes, was approved by your Board ensuring that the County follows a consistent process when departments contribute funds for non-County events, causes, or anything similar.
The Department has developed important partnerships with local organizations through active participation and support of various events and celebrations. The Department uses every outreach opportunity to educate, elicit participation in support of achieving programmatic goals and promoting the health of our community.
The following events as well as the cost per event are presented for your Board’s approval:
• 6th Annual Central Valley Lactation Conference, April 23, 2026 - $2,500
Funds will be paid to event organizer, California Health Collaborative, and will be utilized to purchase four registrations for Department staff, logo on all conference materials and a program advertisement. This sponsorship provides a valuable opportunity for staff education, networking and sharing best practices in lactation and maternal health.
• 2nd Annual Angel Babies Walk/Run, May 17, 2026 - $1,000
Funds will be paid to event organizer, Hinds LifeCare, and will be utilized to pay for event costs. Participation in this event will strengthen Department partnerships, promote healing-centered community outreach and enhance visibility for Fresno County’s ongoing efforts to improve maternal and infant health outcomes.
• Black Maternal Health Freedom Celebration, June 13, 2026 - $2,500
Funds will be paid to event organizer, Jewel of Justice, and will be utilized to pay event costs. This sponsorship will enable Department staff to share resources, strengthen partnerships and engage with the community to improve maternal and infant health outcomes for Fresno County residents.
• 2026 Juneteenth Experience, June 19-21, 2026 - $1,000
Funds will be paid to event organizer, The Freedom Groups, and will be utilized to pay event costs and feature the Department and program logo on the website, flyers, and souvenir booklet. This sponsorship provides a unique opportunity for direct engagement with Fresno’s black community, to promote maternal and infant health awareness and provide breastfeeding resources.
