SUBJECT: Maintained Mileage of Fresno County Roads
RECOMMENDED ACTION(S):
TITLE
Adopt and authorize Chairman to execute a Resolution revising the number of miles of maintained Fresno County roads as of December 31, 2023, as approximately 3,473.770 miles, and authorizing and directing the Director of the Department of Public Works and Planning or his designee to transmit a copy of the adopted Resolution to the California Department of Transportation (Caltrans).
REPORT
Approval of the recommended action will certify the County’s maintained road mileage as of December 31, 2023, as approximately 3,473.770 miles. This represents a decrease of approximately 5.906 miles from 2022. The Resolution is required annually pursuant to California Streets and Highways Code, section 2121. Assuming your Board’s adoption of the recommended Resolution, (a) the Department of Public Works and Planning (Department) will submit the resolution to Caltrans, and (b) the Department expects that Caltrans will incorporate the maintained mileage adjustment, as stated in the resolution, into future funding distributions. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. However, transportation funds distributed by California Department of Transportation (Caltrans) are allocated to the various local agencies based on a formula which includes the maintained mileage of the local agencies. As a result of the reduction in the County’s roadway mileage, there could be a minimal decrease in Road funds that the County receives from the State.
DISCUSSION:
By May of each year, the State of California requires each County to certify, by resolution, the length of County maintained roads as of December 31st of the previous year. For the calendar year ending December 31, 2022, the maintained mileage in the County was approximately 3,479.676 miles. For the calendar year ending December 31, 2023, the maintained mileage was approximately 3,473.770 miles. This reflects a net reduction of approximately 5.906 miles due to annexations by various cities, vacations, and other corrections. These changes are detailed in the recommended Resolution.
Exhibit A to the recommended Resolution details the road reductions and additions for the calendar year ending December 31, 2023. Exhibit B to the recommended resolution shows maps indicating the changes to the County’s maintained mileage.
The Department expects that Caltrans will incorporate the maintained mileage adjustment into future funding distributions upon receipt of the Resolution approved by your Board.
