SUBJECT: Amendment I to Agreement with the City of Reedley for the Rupert and Church Reconstruction (CDBG 24571)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 24-495 with City of Reedley for the Rupert and Church Reconstruction Project, Community Development Block Grant (CDBG) Project No. 24571, effective upon execution with no change in term through February 7, 2026, increasing the maximum CDBG funds provided by $129,454, due to increased construction costs, to a total CDBG funding amount not to exceed $553,984.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will provide additional Community Development Block Grant (CDBG) funding for the Reedley Rupert and Church Reconstruction (Project). These additional funds are available from the City of Reedley (City) CDBG allocation included in the County’s 2025-2026 Action Plan, as approved by your Board on August 5, 2025. The total Project cost is now estimated at $553,984. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended amendment, requiring the City to provide local financial contributions to cover Project costs that exceed the current $424,530 CDBG funding provided in the agreement, and direct the City to propose a different eligible use for its CDBG funds. However, a different use would require an amendment to the 2025-2026 Annual Action Plan and may impact the County’s ability to meet its CDBG expenditure timelines, set by the U.S. Department of Housing and Urban Development.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG funding for the Project by $129,454, from $424,530 to $553,984. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2025-26 Adopted Budget. CDBG funds are provided on a reimbursement basis.
DISCUSSION:
On September 10, 2024, the Board approved Agreement No. 24-495 (Agreement) for the Project, then estimated at $550,161. The Agreement provided $424,530 in CDBG funds to the City, on a reimbursement basis, for the reconstruction of existing roadway in Reedley on Rupert and Church Avenues from Dinuba to Curtis Avenue, and portions of Dinuba and Curtis Avenues between Rupert and Church Avenues, and install American with Disabilities Act (ADA) compliant driveway approaches, accessible ramps and sidewalk where missing or not meeting current ADA standards to create a safe continuous pedestrian traveling surface. Existing signs, placement markings, curb, gutter, sidewalk, drive approaches, streetlights, storm drain inlets, and landscape may be modified, replaced, and/or relocated to accommodate the proposed improvements. The Project is located in the City of Reedley on Rupert Avenue and Church Avenue between Dinuba and Curtis Avenues, and on Dinuba Avenue and Curtis Avenue between Rupert and Church Avenues.
The City chose to utilize its 2025-2026 CBDG allocation to reduce its local financial contribution towards this project, as listed in the 2025-2026 Action Plan. If approved, Amendment I will increase the total CDBG funds allocated to this Project from $424,530 to $553,984. The recommended action will also reduce the local financial contribution from $125,631 to $0. All remaining provisions of the Agreement will remain in full force and effect.
