SUBJECT: Agreement with Two Fayre Ladies for exclusive use of Kearney Park for the Renaissance Fair
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute a three-year agreement with two optional one-year extensions with Two Fayre Ladies for exclusive use of Kearney Park for the Renaissance Fair, a two-day annual event.
REPORT
Two Fayre Ladies has requested the exclusive use of Kearney Park on November 11 and 12, 2023 to conduct a two-day Renaissance Fair (Event). The Event was previously approved by the Board in prior years, most recently in 2018. The previous agreement for the Event, also with Two Fayre Ladies, expired following the 2022 event. Two Fayre Ladies has requested permission to again carry on and coordinate the event annually for a two-day period during the 2023, 2024, and 2025 years. The agreement includes two optional one-year extensions for 2026 and 2027. Two Fayre Ladies have organized this event since 2015 and have received no complaints from law enforcement or festival attendees.
ALTERNATIVE ACTION(S):
Your Board may choose not to approve the recommended action. If the recommended action is not approved, Two Fayre Ladies will not be permitted to hold their event at Kearney Park this year or during the two following years. No revenues associated with exclusive use rental or vehicle entrance fees will be collected by the County.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Two Fayre Ladies will pay the County a $3,270 daily fee along with a $1,000 refundable deposit for cleanup and/or damage and the standard $5 per vehicle entrance fee, as approved by the Master Schedule of Fees, for each yearly event. Based on an estimate of 4,500 guests in attendance and assuming three persons per vehicle, this would represent a total of 1,500 vehicles that may enter the park during the event, yielding an estimated gross amount of $7,500 in vehicle entrance fees annually. Estimated revenues are included in the Public Works and Planning FY 2023-24 Recommended Budget for Org 7910 and will be included in future requested budgets.
DISCUSSION:
The Renaissance Fair event has been held on the second weekend in November since 1998, under various production companies. The event is a historic period festival with reenactments, music, food, and beverages (alcoholic and non-alcoholic). Two Fayre Ladies will provide all necessary permits, licensing, staffing, equipment, and setup to conduct the event, provide adequate security as determined by Fresno County Sheriff’s Office and California Highway Patrol, provide all cleanup at the conclusion of the event, and reimburse the County for any damages incurred to Kearney Park as a result of the event.
