SUBJECT:                     Retroactive David and Lucile Packard Foundation Grant

 

RECOMMENDED ACTION(S):

TITLE

1.                     Retroactively approve and authorize Chairman to ratify the County Librarian’s submittal of a grant application in November 2022 and acceptance of grant funds from the David and Lucile Packard Foundation, for a Stay & Play grant, which positions libraries to support and engage informal caregivers and the children in their care, with funding provided January 2023 through July 2024 ($9,124.97);

2.                     Retroactively authorize the County Librarian, or her designee, to sign and submit expenditure forms and activity reports for this grant; and

3.                     Adopt Budget Resolution increasing FY 2023-24 appropriations and estimated revenues in the Library Grants Org 7517 in the amount of $9,124.97.

REPORT

There is no Net County Cost associated with the recommended actions. The Library has been awarded a grant, with funding from the David and Lucile Packard Foundation (Packard Foundation) in the amount of $9,124.97, from January 2023 through July 31, 2024. Approval of the recommended actions will retroactively allow the Library to accept the reimbursement of grant funds to provide additional access to information, resources and support for informal caregivers to ultimately ensure that children in their care are on track for success in school and life. This item pertains to District 3.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to decline the grant award from the Packard Foundation, which will result in the Library not accepting a reimbursement of grant funds for providing additional access to information, resources and support for informal caregivers.

 

RETROACTIVE AGREEMENT:

 

The recommended action is retroactive to November 2022, due to staff not realizing this needed to come to the Board for approval under the County Grant Policy, and staffing shortages.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. The $9,124.97 grant from the Packard Foundation will provide a reimbursement of Library funds used for Small Tools & Equipment ($7,299.72), Advertising ($100), and Food ($1,725.25). The grant does not require matching funds, however, staff costs to administer the Program have been included in both FY 2022-23 and FY 2023-24 Adopted Budgets Org 7511 and will be included in the FY 2024-25 budget request. The budget resolution in the third recommended action will increase appropriations and estimated revenues in the Library Grants Org 7517 for FY 2023-24 in the amount of $9,124.97.

 

DISCUSSION:

 

The Packard Foundation works with partners around the world for social, cultural, and environmental change designed to improve the lives of children, families, and communities. The Packard Foundation’s Stay & Play project supports outreach and programming for informal caregivers and the children in their care. Stay & Play is a library service model that positions libraries to support and engage informal caregivers and the children in their care. Stay & Play includes programming designed specifically for informal caregivers, helping them learn, develop relationships, and build connections to their library and community resources. The Califa Group administers this funding on behalf of the Packard Foundation. The Califa Group is a nonprofit library membership consortium of more than 220 libraries and is the largest library network in California. The Program will be located at the Betty Rodriquez Library Branch. The Betty Rodriquez Library Branch was selected due to the needs of parents and informal childcare providers in this area.

 

An informal childcare provider is an individual who may be a friend or a family member who is close to the child but who may not have the same training as a licensed childcare provider. The Library’s goal with this Program is to reach these providers through marketing, outside event participation, and various Library events. The services of this Program aid early childhood development, which in turn will help ensure that infants, toddlers, and preschoolers are more adequately prepared when they enter school. The Library will partner with other agencies such as First 5 California, Head Start, Women Infants and Children (WIC), and childcare resource and referral agencies. The grant funds will provide reimbursement for Library funds used for educational toys, craft supplies, presenters, snack and drinks, and marketing.

 

The Librarian submitted the Application in November 2022, and the Library received email confirmation of the grant award on November 18, 2022. The first recommended action requests to ratify the Librarian’s submittal of the grant application and previous signature on the grant Claim Form. The Librarian signed the Claim Form to meet the grant funding timelines. The Library has put in place strict internal policies to ensure that future grant applications will follow the current County Grant Policy.

 

The second recommended action requests that your Board authorize the County Librarian, or her designee, to sign required expenditure forms and activity reports for this grant.
