SUBJECT: Budget Transfer for County Clerk-Elections Video Server
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Clerk of the Board to execute Budget Transfer No. 71 transferring FY 2025-26 appropriations from Account 7311 (End User Software) to Account 8300 (Equipment) within the Information Technology Services Org 8905, in the amount of $30,533 to purchase a video server for County Clerk-Elections.
REPORT
There is no increase in Net County Cost associated with the recommended action, which will allow the Information Technology Services Department (ITSD) to purchase a video server on behalf of the County Clerk-Elections Department (Elections) to facilitate the expansion and enhancement of video cameras at Election’s Warehouse. This item pertains to a location in District 3.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, ITSD will not have sufficient appropriations to purchase the video server on behalf of Elections.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Associated costs will be funded by the FY 2024 Homeland Security Grant Program administered by the Department of Public Health. Approval of the recommended action will transfer $30,533 in existing FY 2025-26 appropriations from Information Technology Services Org 8905, Account 7311 to Account 8300, Program No. 92127.
DISCUSSION:
On April 22, 2025, your Board approved a retroactive grant agreement with the State of California Governor’s Office of Emergency Services (Cal OES) for the FY 2024 Homeland Security Grant Program, effective September 1, 2024 through May 31, 2027 ($927,408). The Department of Homeland Security(DHS)/Federal Emergency Management Agency (FEMA) establishes national priorities each grant year that require jurisdictions to meet minimum spending requirements in designated focus areas. One of these national priorities supports election security projects that enhance the physical and cybersecurity protection of election infrastructure and operations. As such, $32,000 of the grant funding is reserved for this purpose.
The County Clerk/Registrar of Voters has determined that the expansion and enhancement of camera surveillance technology at the Elections Warehouse, located at 4525 East Hamilton Avenue, Fresno, California 93702, is a priority for Elections. This facility houses vote-by-mail processing, ballot tabulation, and various election preparation functions. Specifically, Elections will be using the FY 2024 Homeland Security Grant Program funding to purchase a video server that will facilitate the expansion of the camera system and support security enhancements at the Elections Warehouse, strengthening the security system and overall election capabilities.
ITSD is responsible for the procurement and provision of essential technology to County departments. Elections will receive reimbursement from FY 2024 the Homeland Security Grant Program for the purchase of the video server and transfer those funds to ITSD to cover the cost of the purchase. Approval of the recommended action will authorize a budget transfer in the amount of $30,533 to purchase the video server. Once the purchase is completed, ITSD will capitalize the asset and assign it to Elections for operational use.
