SUBJECT:                     Approval to Surplus Heavy Equipment for American Avenue Disposal Site

 

RECOMMENDED ACTION(S):

TITLE

Declare seven pieces of heavy equipment in Public Works and Planning - American Avenue Disposal Site Enterprise Fund 0700, Org 9026, with a scrap value exceeding $10,000, to be surplus; authorize the Purchasing Agent to sell the equipment at auction; and direct that all proceeds of the sale be deposited into Enterprise Fund 0700 Subclass 15000.

REPORT

Approval of the recommended action will authorize the Department to surplus seven pieces of heavy equipment at the American Avenue Disposal Site (AADS) that have exceeded their useful economic lives and to release the equipment for auction. All proceeds from the auction will be deposited into AADS Org 9026. This item pertains to a location in District 1.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. The seven pieces of heavy equipment proposed for surplus are past their useful economic lives.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. All proceeds from the sale will be deposited into ADDS Org 9026.

 

DISCUSSION:

 

The County owns and operates the AADS, located approximately 26 miles west of the Fresno city limits on American Avenue near the City of Kerman.

 

AADS operates various pieces of heavy equipment essential to daily landfill operations. On January 7, 2020, the Board approved and authorized the purchase of a new roll-off truck and the disposal of a 2003 Volvo (#0049) roll-off truck, along with three additional pieces of heavy equipment. At that time, the 2009 Volvo (#0048) roll-off truck referenced in that item remained operable; however, it has since become inoperable and has exceeded its useful economic life.

 

The six remaining pieces of equipment proposed for surplus consist of the following: a Caterpillar D9 Dozer (#0004), acquired on August 8, 2002; a John Deere 644J Wheel Loader (#0022), acquired on July 1, 2005; a Caterpillar 621G Water Wagon (#0016), acquired on March 16, 2007; a Caterpillar CT660 Water Tank (#0115), acquired on June 16, 2015; a tarping machine (#0031), acquired on April 1, 2005; and a second tarping machine (#0131), acquired on December 28, 2015. Together with the inoperable 2009 Volvo roll-off truck (#0048), these units have exceeded their useful economic lives and are no longer in service or cost-effective to maintain.

 

With your Board’s approval, the Department will surplus seven pieces of heavy equipment that have exceeded their useful economic lives and have a scrap value exceeding $10,000 and will proceed with auctioning the equipment pursuant to Fresno County Ordinance Code Section 4.04.080.
