RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to RH Community Builders Agreement No. 22-267 effective September 10, 2024, with no change to the term of July 1, 2022, through June 30, 2027, and no change to maximum compensation ($6,393,186).

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow the Department of Behavioral Health (Department) to revise the scope of work language to enhance and better regulate services provided through the remaining term of the agreement. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the Department will not be able to enhance and better regulate the property management and supportive services within the master lease housing program, which serves persons living with a Serious Mental Illness (SMI) who are experiencing homelessness or at risk of homelessness.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. Annual compensation is funded with Mental Health Services Act (MHSA) through FY 2026-27. The total maximum compensation is $6,393,186. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2024-25 Recommended Budget and will be included in future budget requests for the duration of the Agreement term.

DISCUSSION:

On June 21, 2022, your Board approved to execute an Agreement with RH Community Builders (RHCB) to provide tenant lease and property management services for persons served by the Department, effective July 1, 2022, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $6,393,186.

On January 12, 2021, your Board approved Amendment I to Agreement No. 20-312 with RHCB to revise the terms and conditions related to Termination, Insurance, Waiver of Subrogation, Modification and update the exhibits with no change to the term of July 1, 2020, through June 30, 2022, or compensation maximum of $2,073,416.

On August 18, 2020, your Board approved Agreement No. 20-312 with RHCB for property management services in a Master Leasing Program, beginning July 1, 2020, and ending June 30, 2022. The total number of units available was limited to 68 with the Department providing supportive services through its Housing, Access, and Resource Team (HART).

Approval of the recommended action will allow the Department to revise the scope of work language to enhance and better regulate services provided by RHCB and HART through the remaining term of the agreement.

RHCB serves as the property management service provider of the Master Lease Agreement over 68 units leased to the Department. The persons housed are experiencing homelessness or at-risk of homelessness with an SMI. RHCB works closely with the Department’s HART and Housing Contracts team to assist persons served in maintaining their housing and remove barriers to obtaining permanent housing outside of the program. The Housing Contracts team noticed gaps in the services being provided to the person served. The proposed revisions to the scope of work include better defined responsibilities of RHCB and HART to eliminate the gaps in services, as well as adding a Substance Abuse Specialist and an Office Assistant position to assist in providing administrative and supportive services.
