SUBJECT: Risk Management Information System Agreement with Riskonnect, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Riskonnect, Inc. for a Risk Management Information System (RMIS), effective April 7, 2026, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $585,017.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow the County to provide robust data and predictive analytics with the goal of a reduction in risk and, ultimately, cost savings, particularly within General Liability and Worker’s Compensation. This item is countywide.
ALTERNATIVE ACTION(S):
The Board can reject the recommended contractor, however, this would result in the Department being unable to gain critical insights into claims, forgoing opportunities to prevent claims or to reduce claim expenses.
FISCAL IMPACT:
There is no increase to Net County Cost associated with the recommended actions. Sufficient appropriations for this agreement have been included within the Human Resources Risk Management Org. 8925 FY 2025-26 Adopted Budget. The cost of the Agreement will be part of program costs recovered through Risk Management Internal Services Fund (ISF) General Liability rates.
DISCUSSION:
The Department of Human Resources (Department) currently does not have robust data insights and predictive analytics in its two Claims Management Systems (CMS) which contain County General Liability and Worker’s Compensation claims.
The Department issued Request for Proposal (RFP) 25-091 via a Request for Demonstration to four vendors, Origami Risk, LLC, Spear Technologies, Klear.ai, and Riskonnect, Inc., on July 23, 2025. Each vendor gave a demonstration of its RMIS on August 6 and 7, 2025 to the Review Committee, after which the top three (3) finalists were determined. The Review Committee was comprised of a Risk Manager, Sr. Human Resources Analyst, Human Resources Analyst, Information Technology Analyst, and Information Technology Manager. County Purchasing requested pricing from each finalist and the Review Committee met again on December 15, 2025, to review and rank the proposals.
The bidder’s pricing was as follows:
• Riskonnect, Inc.-Implementation Fee $87,825, Annual Subscription $88,200
• Klear.ai-Implementation Fee $143,750, Annual Subscription $214,400
• Origami Risk, LLC-Pricing Classified as a Trade Secret
The Review Committee determined Riskonnect, Inc. to be the most comprehensive and affordable. Their system is capable of meeting all the expectations the County sought in a RMIS, and their proposal included additional modules, such as Incident Reporting, without any added costs. Riskonnect, Inc. demonstrated a strong and user-friendly interface with a clean dashboard, and their streamlined system appeared easy to use. They offer robust reporting tools, and they can add employee data to their system that can track quantity and type of incidents by employee. The Review Committee noted that Riskonnect, Inc.’s client portfolio includes several government accounts.
The recommended agreement deviates from standard County language in that Riskonnect, Inc. will only indemnify the County for intellectual property infringement. It also contains a limitation of liability to fees paid in the last twelve-month period. These deviations are standard in software agreements. The Department believes that accepting these risks is a prudent business decision.
