SUBJECT:                     District Attorney Salary Resolution Amendment

 

RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution allocating one (1) additional Supervising District Attorney Investigator position, with no net increase in positions, within District Attorney Org 2860, effective October 28, 2024, as reflected in Appendix C.

REPORT

There is no increase in Net County Cost associated with the approval of the recommended action, which will allocate one (1) additional Supervising District Attorney Investigator with no net increase in the total number of positions within Org 2860. This change will allow the department to have more flexibility within the Bureau of Investigations. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the allocation of staff within the District Attorney’s Office will remain unchanged.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. This item if approved, has the potential to reduce costs in the District Attorney Org 2860 FY 2024-25 Adopted Budget. Sufficient appropriations will be included in subsequent budget requests for the District Attorney Org 2860.

 

DISCUSSION:

 

The District Attorney (DA) is proposing to restructure department staffing with the goal of increasing organizational flexibility and efficiency in seeking justice for the victims of crime in Fresno County. The DA has expanded its role as a law enforcement agency by being actively engaged in more investigative task forces, specialized prosecutorial units, and community outreach programs. As a result, the current administrative staffing levels are no longer sufficient to meet the goals of the department.

 

The Bureau of Investigations in the District Attorney’s Office is responsible for conducting complex investigations to aid in the successful prosecution of crime.  The workload of the Bureau has increased due to additional responsibilities resulting from changes in state and local legislation, changes to county policies and procedures, and changes in task force participation with other local, state, and federal agencies.  The recommended action would increase the allocation of Supervising District Attorney Investigators from four to five to address supervisory span of control concerns.  This action does not increase the total number of positions and would allow the department to maintain its supervisory flexibility and effectiveness.
