SUBJECT:                     Termination of the February 2023 Winter Storms Local Emergency Status in Fresno County 

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution terminating the local emergency status relating to the February 2023 Winter Storms in Fresno County.

REPORT

Approval of the recommended action will terminate the February 2023 Winter Storms local emergency status in Fresno County.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may opt to continue the local emergency until a date uncertain or act on an alternate termination date.

 

FISCAL IMPACT:

 

There is no fiscal impact associated with the recommended action.

 

DISCUSSION:

 

On March 2, 2023, the Emergency Services Director proclaimed a local emergency due to the extreme weather conditions beginning February 23, 2023. The Board ratified this proclamation on March 7, 2023. The storms caused record snowfall and rainfall, severely impacting roads, infrastructure, and power systems, particularly in the mountain and foothill communities. The County activated emergency shelters and deployed resources to address life-safety threats.

 

Since that time, emergency response operations have concluded, and all eligible projects have been documented and submitted to FEMA for reimbursement review. While recovery work continues, the emergency phase has ended, and conditions no longer require emergency powers or declarations.

 

In accordance with County Ordinance Chapter 2.44 and Government Code §8630, the Board is required to review the local emergency status at least every 60 days and terminate it as soon as conditions no longer warrant continuation. The last continuation resolution was presented to your Board on May 20, 2025. Since that time, emergency conditions have been resolved and no additional project work requiring emergency status remains. Therefore, it is recommended that the local emergency proclamation be formally terminated.
