If your Board does not approve the recommended actions, the Department will not be able to hire a staff analyst to enhance voter registration maintenance activities.
FISCAL IMPACT:

Approval of recommended action No. 2 will increase appropriations and estimated revenues for County Clerk-Elections Org 2850 by $12,954 through an Operating Transfer-In from Elections Fee Org 1080, Fund 0050. Approval of recommended action No. 3 will increase appropriations in Org 1080, Fund 0050 in the amount of $12,954. Sufficient appropriations and estimated revenues will be included in future budget requests.
DISCUSSION:
In response to community and Board interest in the enhancement and expansion of voter registration list maintenance activities, the County-Clerk Elections Department is requesting a staff analyst to fulfill these specialized duties. Assigned duties will include conduct and coordination of existing maintenance activities as well as special projects. Along with taking personal lead on daily registration list maintenance activities, this position will coordinate a five to twenty-person team involved on a day-to-day basis with regular registration processes. This staff analyst position will assume primary communication functions with the state registration database (VoteCal) and in the future will take over local public outreach communications regarding registration maintenance activities. This staff analyst position will be responsible for the orderly implementation of any new voter registration maintenance activities required by new legislation.
Special projects may include the review and expansion of current department agreements with credit bureaus to provide a source of voter information for registration updates, federally required maintenance processes, and federal surveys and reports related to voter registration and federal elections. The staff analyst will also be tasked with preparing an annual report which will highlight the department’s efforts related to list maintenance. During elections, it is anticipated that the staff analyst will be charged with oversight of election related processes that have a direct relationship with voter registration such as Same-day registration, conditional voter registration, and provisional ballot processing, in addition to their regular duties. Assigning the coordination of these tasks to a new position will enable other Department staff to enhance their support of elections processes such as vote-by-mail processing and candidate filing during peak election activity.
