SUBJECT: Amendment to License Agreement with Crown Castle Towers, LLC for County Communication Tower and Equipment Storage Space
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a First Amendment to Agreement No. 09-442 with Crown Castle Towers, LLC, to increase the maximum agreement cost by $107,454, effective upon execution, for the addition of Ethernet-supported radio equipment located at Deadwood Peak in Madera County for a maximum potential 11-year cost not to exceed $269,291.
REPORT
The recommended action allows Fresno County to add Ethernet-supported radio equipment to the site located at Deadwood Peak in Madera County, California, to enhance the radio network, which includes interagency emergency communication between Fresno and Madera Counties. The radio network is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the County will continue to use an outdated radio network operation that will struggle to meet the demands of high-volume use of radio communication equipment, which may hamper emergency communication operations.
FISCAL IMPACT:
There is no increase in Net County Cost. The new annual rate will increase on February 1, 2018 to $34,422.84 (an increase of $1,500 per month). Per the original agreement terms, that new annual amount will increase by 4% on each anniversary date of the commencement of the license term (July 1), for the remainder of the term. Appropriations and estimated revenues are included in the FY 2017-18 Information Technology Services Division Org 8905 Adopted Budget and will be included in future requests. Costs related to these services will be recovered through the Information Services Division-Information Technology rates.
DISCUSSION:
On August 25, 2009, your Board approved Agreement No. 09-442 with Crown Castle Towers, LLC, for communication tower and equipment space located at Deadwood Peak in Madera County to support the County’s communication network for radio communication and emergency dispatch. The Agreement is for an 11 year term (inclusive of all renewals) ending on June 30, 2020.
As technology continues to advance, the Internal Services Department, Information Technology Division desires to improve communication operations by upgrading to an Ethernet network and Ethernet-supported radio equipment. The upgrade increases the speed at which communication is transmitted across networks and reduces costs of maintenance and repairs to radio equipment.
Crown Castle, LLC requires the County to sign the amendment first. The recommended action allows Fresno County to add Ethernet-supported radio equipment to the site located at Deadwood Peak in Madera County to enhance the radio network, which includes interagency emergency communications between Fresno and Madera Counties.
