SUBJECT: Agreement with Kochergen Farms Composting Inc. for green waste removal services at American Avenue Disposal Site.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Kochergen Farms Composting Inc. for green waste removal services at American Avenue Disposal Site, effective July 9, 2024, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extension, total not to exceed $290,097.
REPORT
Approval of the recommended agreement with Kochergen Farms Composting Inc, will provide green waste removal services for the American Avenue Disposal Site (AADS). This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. AADS is not permitted nor has the necessary equipment to properly process green waste. All green waste disposed at AADS must be transported to a facility with an organics processing permit for proper handling.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Expenditures will be funded by the AADS Enterprise Fund Org 9026. Sufficient appropriations and estimated revenues will be included in the FY 2024-25 budget request and subsequent budgets.

DISCUSSION:

AADS accepts green waste which can include grass clippings, leaves, tree trimmings, and untreated wood from both public and commercial businesses, including residential households, landscaping companies, and hauling services. Green waste accepted at AADS is charged at the "Clean Green" rate as set in the Master Schedule of Fees. The State through Senate Bill 1383 requires diversion of organic material, like green waste, from landfill disposal.
