SUBJECT: First Amendment to Agreement with ECN Polygraph and Investigations Incorporated

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to Agreement No. 16-009 with ECN Polygraph and Investigations Incorporated to provide polygraph testing services for the Sheriff's Office, Probation Department, and the District Attorney's Office, effective upon execution with no change in term of January 15, 2016 through January 14, 2021 and increasing the maximum by $100,000 to a total of $375,000.
REPORT
There is no additional Net County Cost associated with the recommended action. This proposed First Amendment will allow the Sheriff's Office, Probation Department and District Attorney's Office to continue to screen pre-employment candidates as part of required background investigations as a condition of employment. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Two vendors responded to the original Request for Quotation (RFQ) for polygraph testing services in 2015: Advanced Polygraph Services and ECN Polygraph and Investigations. Advanced Polygraph has declined the last optional agreement extension leaving ECN Polygraph to provide the remainder of services.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum compensation amount by $100,000 to a total of $375,000 to allow the uninterrupted continuation of polygraph services. The increase was calculated based on usage projections for each department. Funding for each participating department for these services is included in the FY 2019-20 Adopted Budgets for the Sheriff-Coroner-Public Administrator's Org 3111, Probation's Org 3430, and the District Attorney'...
