TO: Board of Supervisors
SUBMITTED BY: Susan L. Holt, Director, Department of Behavioral Health
SUBJECT: Retroactive Agreement with Pacific Clinics and Comprehensive
Youth Services, Inc. for Full Service Partnership Continuum of Care
Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive Agreement with Pacific Clinics and Comprehensive Youth Services, Inc. for Children Full Service Partnership (FSP) Continuum of Care services effective October 1, 2025 through December 31, 2025, total not to exceed $1,649,149.
REPORT
There is no additional Net County Cost associated with the recommended action. The recommended action will allow services to continue and allow the Department to pay for services already provided. The 30-day deadline to execute the second three-month extension was not met, resulting in the agreement expiring on September 30, 2025. Approval of the recommended action will allow services to continue based on the previously approved agreement. This item is countywide.

There is no viable alternative action. If your Board does not approve the recommended action, the Department would be unable to pay vendors for services already provided and existing individuals served by the expiring agreement would experience a gap in services while transitioning to the newly selected contractor for Children Full Service Partnership Continuum of Care services.
RETROACTIVE AGREEMENT:
Written approval from both the Contractor and the County is required to enact an extension of the agreement term. Intention to extend the agreement was verbally communicated between the Department and vendors in June 2025, however, as no written approval was provided, the agreement expired on September 30, 2025. Comprehensive Youth Services (CYS) and Pacific Clinics continued to provide services to County persons served with the understanding that the previous agreement had been extended throug...
