SUBJECT: Retroactive Amendment III to Master Agreement for Multi-Agency Access Program Point Operators
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive third amendment to Master Agreement to revise a contractor's (Kings View) agreement budget for FY 2022-23, effective March 1, 2023 with no change to the term of January 10, 2017 through June 30, 2024, or compensation maximum of $10,300,000.
REPORT
There is no Net County Cost associated with the recommended action, which will allow the County to revise the Kings View contract budget for FY 2022-23 and allow expense reimbursement for the cost of services provided to residents of Fresno County who utilizes the services and supports provided through the Multi-Agency Access Program (MAP). This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, Kings View will not be reimbursed for expended operational costs essential to the operation and success of the program.
RETROACTIVE AGREEMENT:
The recommended Amendment is retroactive to March 1, 2023. This item is retroactive due to recent accounting staff turnover at Kings View which caused cost accounting issues in the month of March 2023. Because of the cost accounting issues, the contract has insufficient funding for the March operating expenses. The insufficient funding was not discovered until February 28, 2023, and this item was further delayed due to internal necessary review.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Services are fully funded by Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI). The maximum compensation for the full term is $10,300,000. Sufficient appropriations and estimated revenues are included within the FY 2022-23 Adopted Budget.
