DATE: January 23, 2024
TO: Board of Supervisors
SUBMITTED BY: Kirk Haynes, Chief Probation Officer
SUBJECT: Third Amendment to Agreement with Turning Point of Central California Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Third Amendment to Agreement with Turning Point of Central California, Inc., to extend the term of the existing Agreement for transitional housing beds, sustenance, and associated services to eligible offenders, by three months from February 1, 2024 to April 30, 2024, with an option to extend for one additional three-month term until July 31, 2024, with no change to the compensation maximum of $7,972,460.
REPORT
There is no Net County Cost associated with the recommended action, which will approve an extension to the agreement with Turning Point of Central California, Inc. to continue services for transitional housing beds, sustenance, and associated services until July 31, 2024, while the Department completes the procurement process. The current agreement is set to expire on January 31, 2024. The Department is in the process of completing an RFQ for a new agreement for these services, but the process is not yet complete. Sufficient funds remain in the agreement to absorb any costs incurred during the extension. To avoid a lapse in services, an extension is necessary. This item is countywide.
ALTERNATIVE ACTION(S):
If the Board does not approve the recommended action, the Probation Department will have to discontinue the transitional housing program for eligible offenders until the Request for Quotation ("RFQ") process is completed and a vendor is awarded, which will result in a lapse of services.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. There will be no change to the maximum compensation of $7,972,460. The agreement is fully funded with the Assembly Bill 109 funds. Sufficient appropriations and estimated revenues are included in Probation's Org 3430 FY 2023-2...
