SUBJECT: Ninth Update to Assembly Bill 109 Community Corrections Partnership Plan
RECOMMENDED ACTION(S):
TITLE
Approve Ninth Update to the Community Corrections Partnership Plan, which includes status updates on the expansion or disposition of AB 109 funded programs and services, as required by the Public Safety Realignment Act pursuant to Assembly Bill 109 (Chapter 15, Statutes of 2011)/Assembly Bill 117 (Chapter 39, Statutes of 2011).
REPORT
There is no Net County Cost associated with the recommended action. On March 15, 2023, the County of Fresno issued Request for Proposal (RFP) No. 23-027 to vendors registered in Public Purchase for evaluation services of funded AB 109 agencies and programs, as recommended by the State Auditor. The RFP response period closed on April 13, 2023, with only one proposal submitted. An evaluation panel composed of representatives from the Probation Department, Department of Behavioral Health, District Attorney's Office, and the Sheriff's Office evaluated the proposal solely on the requirements of the RFP. The tentative award notice was issued on June 16, 2023, and the Probation Department finalized the agreement with the recommended vendor. On December 12, 2023, the Board of Supervisors approved the Agenda Item, with implementation beginning January 16, 2024. AB 109 was originally approved by the CCP on August 19, 2011 and by the Board on September 13, 2011. The Community Corrections Partnership Plan (Plan) has been updated eight times since the original approval date, and the recommended action will approve a ninth update to the Plan. This update was approved by the CCP on December 11, 2023, and requires a 4/5 vote by the Board to reject it (Penal Code ? 1230.1). This item is countywide.
