SUBJECT: Amendment No. 1 to Agreement No. 24-090 with Public Works Alliance for Organizational Consulting Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 1 to Agreement No. 24-090, for organizational consulting and training services with Public Works Alliance effective upon execution, updating the scope of work to provide additional services, extending the term by two years from April 1, 2026 through March 31, 2028, which includes two optional six-month extensions, and increasing the maximum compensation by $350,000 to a total of $1,050,000.
REPORT
There is no additional Net County Cost associated with the recommended action, which will extend the term of the agreement by two years and modify the scope of work to provide additional consultation and training services. The extension will allow the Department access to Public Works Alliance's (PWA) revenue maximization expertise as the Department continues to look for service models that both improve service delivery, outcomes and are financially sustainable. This item is countywide.

ALTERNATIVE ACTION(S):

Should your Board choose not to approve the recommended action, the Department would be unable to benefit from PWA's consultation services which may impact revenue maximization efforts and program sustainability.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The increase to the maximum compensation amount of ($350,000) will be accessed beginning March 2026 and will be offset with State and Federal funds ($300,416), 2011 Realignment ($22,171) in lieu of State General Funds for Child Welfare Services and Adult Protective Services Programs that were realigned to counties through Assembly Bill (AB) 118, 1991 Social Services Realignment funds ($24,370) and the required Net County Cost ($3,043) which of...
