TO: Board of Supervisors
SUBMITTED BY: Susan L. Holt, Director, Department of Behavioral Health
SUBJECT: Retroactive Amendment V to Agreement with Fresno County Superintendent of Schools - All 4 Youth Wellness Centers
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment V to Agreement with Fresno County Superintendent of Schools to allow expansion of school-based mental health and prevention and early intervention services, and reallocate $73,844 from FY 2023-24 to subsequent grant years, effective September 1, 2024, extending the term by one year from January 1, 2026 through December 31, 2027, and increasing the compensation maximum by $750,000 to a total of $8,369,403.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will utilize the newly awarded grant funds from Mental Health Services Oversight and Accountability Commission (MHSOAC) to purchase mobile mental health units, hire a Quality Improvement and Sustainability (QIS) Coordinator, and reallocate funds from Grant Year (GY) 2023-24 to GY 2024-25 and GY 2025-26 to cover additional costs for unexpected repairs to the Wellness Centers due to routine wear. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the additional awarded grant funds would not be implemented to expand services, and the unspent funds from the prior year would not carryover to allow for unexpected repairs the existing Wellness Centers.
RETROACTIVE AGREEMENT(S):
The recommended agreement is retroactive to September 1, 2024. Annually MHSOAC requests a budget modification to the state agreement to properly reallocate any unspent funds to future grant years. Final approved budget modification was received November 4, 2024. The newly awarded grant funds were approved by your Board on December 17, 2024. The approved budget modification and new grant ...
