SUBJECT: Re-appointment of Barigye McCoy to Fresno EOC for a three-year term
RECOMMENDED ACTION(S):
TITLE
Re-appoint Barigye McCoy to the Fresno Economic Opportunities Commission (Fresno EOC) Board of Directors for a three-year term to expire December 31, 2027.
REPORT
There is no Net County Cost (NCC) associated with the recommended action. Re-appointing Mr. McCoy to a full three-year term will be in accordance with the Fresno EOC's updated bylaws. This item is countywide.
ALTERNATIVE ACTION(S):
There are no alternative actions. Fresno EOC's updated bylaws state that their commissioners serve for a term of three years.
FISCAL IMPACT:
There is no NCC associated with the recommended action.
DISCUSSION:
Fresno EOC was formed under the Economic Opportunity Act of 1964, and currently has a 24-member Board of Commissioners, of which the Board of Supervisors has two appointments. In April 2024, Fresno EOC staff confirmed with the Clerk of the Board's office that their commissioners serve two-year terms.
One of the Board's appointees, Mr. McCoy, was first appointed by the Board of Supervisors to serve on the Fresno EOC Board of Commissioners on January 12, 2016, and his most recent term expired on December 31, 2024. On January 28, 2025, your Board re-appointed Mr. McCoy to the Fresno EOC Board of Commissioners for a two-year term to expire December 31, 2026, and the Clerk of the Board's office subsequently notified Fresno EOC staff of your Board's action.
On January 30, 2025, Fresno EOC alerted the Clerk of the Board that their bylaws were revised, and their commissioners now serve three-year terms. The Clerk of the Board had not been previously notified of the revised Fresno EOC bylaws, which included the updated commissioner terms, and were approved by the Fresno EOC Board of Commissioners at their September 16, 2024, meeting.
