SUBJECT: Agreement with Community Justice Center

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Community Justice Center for restorative justice mediation services for youth offenders within the juvenile justice system, effective October 1, 2025, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total compensation not to exceed $770,883.
REPORT
There is no Net County Cost associated with the recommended action, as costs for this recommended agreement are fully funded with Youthful Offender Block Grant (YOBG) funds. Approval of the recommended action will allow the Probation Department to continue offering restorative justice mediation services for youthful offenders and their victims of crime through Community Justice Center (CJC). This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should the Board not approve the recommended action, youthful offenders and victims of crime who are currently receiving restorative justice mediation services and/or requiring services in the future may experience a gap and/or delay in services.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions. The recommended agreement is fully funded with YOBG funds, with a total maximum cost of $770,883 over five years. The annual maximum compensation includes an annual fiscal year rate increase based on National Consumer Price Index not to exceed 3%. Sufficient appropriations and estimated revenues are included in the Probation Org 3430 FY 2025-26 Adopted Budget and will be included in all subsequent recommended budgets for the duration of the term.
