SUBJECT: Supersede Agreements to Bright Beginnings For Families and Assertive Community Treatment
RECOMMENDED ACTION(S):
Title
1. Approve and authorize the Chairman to execute a retroactive Supersede Agreement with Pacific Clinics for the final year of the Assertive Community Treatment full service partnership mental health services for children and youth ages 10-18 with serious emotional disturbances, effective July 1, 2022 through June 30, 2023 ($3,741,278); and,
2. Approve and authorize the Chairman to execute a retroactive Supersede Agreement with Pacific Clinics, Exceptional Parents Unlimited, Inc., and Comprehensive Youth Services of Fresno, Inc., for the final year of the Bright Beginnings For Families full services partnership mental health services for children ages 0-10 with serious emotional disturbances, effective July 1, 2022 through June 30, 2023 ($7,408,023).

Approval of the recommended actions will allow the County to contract with Pacific Clinics (Pacific) for the last year of services being delivered now as Uplift Family Services (Uplift) for the two full service partnership (FSP) agreements. On March 1, 2022 the County was notified by Uplift that they would merge with Pacific. FSP programs are Mental Health programs with a multi-disciplinary team that utilize the "whatever it takes" approach to help individuals reach their recovery goals. There is no additional Net County Cost associated with the recommended action. The agreements are funded with Mental Health Services Act - Community Services & Supports (MHSA - CSS) and Federal Financial Participation (FFP) funds. This item is countywide.
ALTERNATIVE ACTION(S):
Not approving the recommended actions may result in disruption of mental health services for children ages 0 to 18 years old.
