SUBJECT: Retroactive Agreement with Fresno City College, a college of the State Center Community College District

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a revenue Agreement with Fresno City College, a college of the State Center Community College District, effective from May 1, 2021 through June 30, 2024.
REPORT
Approval of the recommended action will continue the County's partnership with Fresno City College (FCC), a college of the State Center Community College District (SCCCD), which will allow the Sheriff's Office to continue offering law enforcement educational courses and instruction through FCC Police Academy for three, one-year periods. The proposed agreement also allows the County to receive 58% in academic year 2021-2022, 59% in academic year 2022-2023, and 60% in academic year 2023-2024 of the state base apportionment earned due to eligible instructional Full-Time Equivalent Student (FTES) hours (i.e. based on a percentage of the fees collected for the instructional courses). This enables the County to offset a portion of the cost for the Sheriff's Training Unit. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. No viable alternative action exists to provide reimbursement costs for law enforcement in-service education. The income service agreement provides money to offset a portion of the costs to provide the education to public safety personnel. The classes exist to educate public safety personnel thus improving the service to the community. Without the reimbursement funds, in-service education classes would be reduced, limited, or personnel would be sent to costly outside venues to receive California POST mandated training.
