SUBJECT: First Amendment to Agreement with Siemens Industry, Inc.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute First Amendment to the Agreement with Siemens Industry, Inc., for upgrades to portions of the Fresno County Main Jail control system, extending the termination date from December 31, 2023, to project completion, not to extend beyond June 30, 2025, with no change to the maximum compensation.
REPORT
There is no additional Net County Cost associated with the recommended action, which will amend agreement No. A-22-512 (Agreement) to allow Internal Services Department - Facility Services division (ISD-Facilities) to continue to work with Siemens Industry, Inc. (Siemens) until upgrades are finished at the Fresno County Main Jail (Main Jail), with project completion not to extend past June 30, 2025. This item pertains to a location in District 3.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, ISD-Facilities will not have an active agreement governing the upgrades through completion.

FISCAL IMPACT:

There is no increase in Net County Costs associated with the recommended action. The recommended amendment will have no change to maximum compensation.

DISCUSSION:

On November 8, 2022, your Board executed the Agreement between County and Siemens for upgrades to the Main Jail's existing control system, as it is outdated and unable to operate in conjunction with the newer system in place at the West Annex facility. The control system allows for staff to remotely open and close different areas, including the 24-hour inmate housing units. The necessary upgrades include replacing intercom systems and panic buttons and modernizing controls and emergency power systems, all of which are anticipated to improve operability, system compatibility, and staff safety.
