SUBJECT: Master Agreement for Individual and Group Providers for the Fresno County Mental Health Plan
RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to suspend the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances as all qualified providers will be able to participate.
2. Approve and authorize the Chairman to execute a Master Agreement with Individual and Group Providers of specialty mental health services for the Fresno County Mental Health Plan, effective July 1, 2020, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $22,741,629.
3. Authorize the Department of Behavioral Health Director or designee to add and/or delete providers to the Master Agreement for Individual and Group Providers of specialty mental health services for the Fresno County Mental Health Plan.
REPORT
Approval of the recommended actions will enable the Department of Behavioral Health (DBH) to continue to provide Medi-Cal beneficiaries medically necessary inpatient and outpatient specialty services. The services are provided by qualified community mental health professionals contracted with the Fresno County Mental Health Plan (FCMHP). The DBH Director or designee will be able to add or delete qualified providers, as necessary. The cost of the recommended new Master Agreement will be offset by Medi-Cal Federal Financial Participation (FFP) and Behavioral Health Realignment revenues, with no increase in net County cost.
