Recommended Action(s)
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34), determine that an exception to the competitive bidding requirement under AP 34 is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with the California State University, Fresno Foundation (Foundation) as the Foundation has the necessary certified trainers and facilities desired by the County; and 2. Approve and authorize the Chairman to execute an Agreement with the Foundation to provide training for County staff, effective June 18, 2024, not to exceed five consecutive years, which includes two optional one-year extensions, total not to exceed $200,000.

SUBJECT: Agreement with California State University, Fresno Foundation for Staff Training

RECOMMENDED ACTION(S):
TITLE
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34), determine that an exception to the competitive bidding requirement under AP 34 is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with the California State University, Fresno Foundation (Foundation) as the Foundation has the necessary certified trainers and facilities desired by the County; and

2. Approve and authorize the Chairman to execute an Agreement with the Foundation to provide training for County staff, effective June 18, 2024, not to exceed five consecutive years, which includes two optional one-year extensions, total not to exceed $200,000.
REPORT
There is no Net County Cost associated with the recommended actions, which will allow the California State University, Fresno Foundation (Foundation) to provide customized Clifton StrengthsFinder and other talent awareness and assessment training to Department of Public Health (Department) staff, as well as enable other County Departments the opportunity to partake in the training services for their staff. This item is countywide.

ALTERNATIVE ACTION(S):

If your Board does not approve the recommended actions, County departments will not have access to talent awareness and assessment training through the Foundation and would have to seek other options to obtain this type of beneficial training. Non-approval of this item would also jeopardize the Department's funding source for such training, as the deadline to expend this year's allocation of Future of Public Health (FoPH) funding is June 30, 2024.
