SUBJECT: Ordinance to Amend Title 2, Chapter 2.62 by adding Section 2.62.037 to the Fresno County Elections Ordinance Code to Require Online Filing of Campaign Finance Disclosure Statements

RECOMMENDED ACTIONS:
TITLE
1) Conduct first hearing to amend the Fresno County Ordinance Code, Title 2, Chapter 2.62, by adding Section 2.62.037, relating to Electronic Filing of Campaign Disclosure Statements, waive the reading of the ordinance in its entirety and set second hearing for January 31, 2017.

2) Designate County Counsel to prepare a fair and adequate summary of the proposed ordinance, and direct the Clerk to the Board to post and publish the required summary in accordance with Government Code Section 25124 (b)(1).
REPORT
An amendment to Fresno County Ordinance Code, Title 2, Chapter 2.62, by adding Section 2.62.037 Electronic Filing of Campaign Disclosure Statements, is proposed for adoption and detailed in the attached ordinance. The proposed ordinance will allow candidates and committees to file campaign finance disclosure statements online and require online filing when contributions meet or exceed $5,000. The ordinance will require the Department to amend the current Agreement with SouthTech Systems, Inc. to purchase additional software to allow for online filing of campaign finance disclosure statements. This amendment will be included as a recommended action in the board agenda item for the second reading. The costs associated with the amendment will result in a contract limit increase of $48,339.58. There is no increase in Net County Cost associated with the recommended action.

ALTERNATIVE ACTIONS:

If the recommended actions are not approved by your Board, candidates for office and committees will not be able to submit campaign finance disclosure statements online, and candidates for office and their committees will not be required to ...
